Summary
This PR adds the ITN operations of mina-sdk-spec#4 (v0.2.0), which need a daemon with MinaProtocol/mina#19616:
commit_id,scheduled_transactions,schedule_payments_with_handle,schedule_zkapp_commands_with_handleandcreate_accounts. The names and behavior are the same as in Rust (mina-sdk-rust#22), Go (mina-sdk-go#10) and JS (mina-sdk-js#14).spec/VERSIONisv0.2.0-rc.1for now. After mina-sdk-spec#4 merges and v0.2.0 is tagged, I change it tov0.2.0before this PR merges.Test plan
