Problem with Limits! or is my configuration? HELP!.

Hello there! i was using this app but i dont know if this is a bug or what, when i start the redirect-spooft i mark some limits in this two computers (1) to upload but always show is use 8,6,5,3 Kb/s why is this? (1) in cap means 10 or what? i need to understand more how function this app, because i have a cibercafe internet and i trying to control the bandwidth between users.

In legacy SelfishNet, the bandwidth throttle was prone to packet leakage and rate calculation discrepancies.

In NetControl v1.0.0, the entire throttling subsystem has been rewritten:

1. Explicit Limit Units: NumericUpDown inputs now clearly represent bandwidth limits directly in KB/s (Kilobytes per second).
2. Accurate Traffic Shaping: Managed token bucket algorithms regulate throughput smoothly, and kernel queueing disciplines (tc on Linux, dummynet on macOS) are utilized natively.
3. Smoothed Metrics: Real-time transfer rates use an exponential moving average (EMA) to prevent erratic fluctuations in display numbers.
