The full suite passes on 3.14.7 locally. Declare 3.14 support, add a test that zstd .eval archives give the same diff as JSON logs, and enable weekly grouped Dependabot updates for Actions and npm tooling.

Summary
.evalarchives (Inspect's default log format) load directly and produce the same diff as the JSON logs. Skipped on earlier Pythons, which cannot decompress zstd..github/dependabot.yml: weekly grouped update PRs for GitHub Actions and npm tooling (Playwright, axe-core, TypeScript). There are no runtime Python dependencies to track.Testing
