Adds root HANDOFF.md with the verified development checkpoint, implemented features, remaining implementation/release work and an explicit manual human-testing matrix. The checklist covers deferred TTW controls/new-game/save/reload/controller checks, post-play integrity, real Nexus downloads, clean Windows installation and actual Steam/client maintenance.
Links the handoff from README and AGENTS.md, adds it to the local Svelte handbook (44 pages), and regenerates the complete agent edition. This records a resumable development checkpoint; it does not certify 1.0 or publish a binary/site.
Validation: handbook freshness/link checks and Svelte diagnostics pass, all three handbook tests pass including desktop/mobile coverage of the 44 pages, and the changed-file publication scan finds no sensitive-pattern or private-project references.
