Adds the
ngbr/hover-only-contentkeyboard heuristic. It flags an element that shows content on hover (a tooltip from Material, PrimeNG, ng-bootstrap, ngx-bootstrap, ng-zorro, Taiga UI or helipopper; aninterestforattribute; an Angular hover listener; or atitleon an icon) when Tab can't reach it. It maps to WCAG 2.1.1 in the ACR worksheet.Also fixes the overlay drawing every keyboard finding on a repeated element (an icon in each table row) on the first match. Findings now carry a unique
locatorfor the overlay, andtargetis unchanged, so baselines are unaffected.See CHANGELOG 0.16.0. Pre-reviewed twice, and 360 tests pass, including the real-browser e2e.
