Public UI workflows cannot consume the private CI infrastructure action. Add a public upload helper containing the exact qualified shared client, so the subsequent workflow migration can pin this helper independently of the application revision under test.
This changes only the helper, its provenance README and the byte-identical Python client from
ci-infra@541dfce513100de093e999b7fe1394faf71bff92(SHA-256ee235c48b704000dcc8cb77e5f1b2d9401de3c71b3746d7b84c2cdf1981cb841). No workflows, package code, release routing or credentials change here.Validation: exact source/hash comparison, Python parsing, empty-checkout wrapper invocation and
just pre-commitpass. Shared native upload/download, immutable writes, bounds and expiry qualification are retained at that exact source; the live OIDC partial-rerun transfer canary also passed. Local Review Suitervw_0aac059dhas clean dual correctness and conformance review. Ordinary exact-head qualification40258823391 passed. One anchored GitHub reviewer request timed out after30minutes without a response; only that asynchronous review phase was waived, with exact-head dual local review/conformance clean and all CI passed. Merged2344a59e3863da5d89780163004bb175f01dd626 has the identical tested tree.
