Resolves #37
Refs #34

The detection half of #34, split into its own leaf (#37), so this PR closes what it delivers. scripts/check-engine-parity.mjs captures what tasks/createPackageJson.mjs writes, with no disk write, and resolves the newest published neo.mjs its pin allows, from npm and never from a checkout. It fails on any devDependency both sides declare whose range differs. It runs in CI on push and pull request, and it is green at today's pin: all 43 shared devDependencies match neo.mjs@12.1.0.

The scaffold's devDependencies advertise the engine's own ranges. Whether a scaffolded app's bundle scripts actually build from those hoisted copies, or from the engine's nested ones after its postinstall, stays open: #34's release-gate run (AC-6) reports it. The check holds the declared ranges together either way.

#34 keeps the pin bump (AC-1, AC-2), the v13 AI-tooling decision and the release gate. Once the pin moves, this check names every devDependency that has to move with it.

Evidence: L2 (the check run against the live registry, plus two controls that must fail it) → L2 required (the check's input is the published registry). Residual: none for this half.

AC Evidence

| AC-1 | a planted divergence fails it: marked moved to ^17.0.3 in the generator gives exit 1, naming marked scaffold ^17.0.3 engine ^17.0.4. test-check-engine-parity.mjs pins a range a major behind, and an exact pin widened to a caret, as drift |
| AC-2 | .github/workflows/engine-parity.yml, on push to main and on every pull request |
| AC-3 | the scope is stated in the script's header: every devDependency both sides declare, compared exactly, with the engine read from npm. Scaffold-only packages are listed as "not compared", and the bundle-consumption question is named as #34's |

Deltas from ticket

  • The body's open design question, decided (Tier 2): exact match on every devDependency both sides declare. It can only be loud on a package both actually declare, and an engine release that moves one of those is a scaffold that should move too.
  • "Scaffold-only" is smaller than the body says. Against 12.1.0, none of the scaffold's devDependencies lacks an engine counterpart (43 of 43 are shared). Against 13.1.0 only zod-to-json-schema does, so the AI tooling the body scoped out is compared too.

Test Evidence

  • npm test: the contract arms, then the live check: "every devDependency the scaffold shares with neo.mjs@12.1.0 matches".
  • Controls, restored from git after each: the planted marked drift gives exit 1. The pin moved to ^13.1.0 gives 25 drifts, and exit 1.
  • npm pack --dry-run: 29 files, none under scripts/ (.npmignore).

Post-Merge Validation

  • None: the check runs in CI on every push and pull request.

…ease its pin resolves to (#34)

The generated devDependencies are only right while they match the engine's:
a scaffolded app builds the engine's browser bundles from them. They once fell
a whole major behind with nothing noticing. scripts/check-engine-parity.mjs
reads what tasks/createPackageJson.mjs generates, resolves the newest published
neo.mjs its pin allows, and fails on any range both sides declare that differs.
It runs in CI on push and pull request, and it is green at today's pin: all 43
shared devDependencies match neo.mjs@12.1.0.

PR Review Summary

Status: Request Changes

🪜 Strategic-Fit Decision

  • Decision: Request Changes
  • Rationale: The fork-independent parity guard is useful and belongs in the generator repository. It needs a delivered close target and a bounded statement of the dependency-resolution premise.

Peer-Review Opening: Capturing the generator output and querying the release selected by that output keeps the check attached to what the scaffold actually declares.

🧭 Patch-Blind Premise Snapshot

  • Inputs Read Before Patch: #34 including its resolution hypothesis and release gate, current generator/package metadata at e2a25773de019111ca1ab39c8357aa0813f8dd0d, repository branches, and changed-file list.
  • Expected Solution Shape: Invoke the generator through its existing injected filesystem seam, compare declared ranges with published registry metadata, fail on a planted divergence, and keep the still-open version/AI-tooling decision separate. No local engine checkout or scaffold write belongs in this check.
  • Patch Verdict: Matches at 04e05e62e34732bdf3bd868d3db0f6c924f7aaf6: capture is in memory; npm runs with an argument array; exact-range comparison preserves Monaco's exact-pin distinction; CI reads only. The executable resolution of bundle dependencies remains unproved.
  • Premise Coherence: Detects future declaration drift without pretending the v13 scaffold migration has shipped.

🕸️ Context & Graph Linking

  • Target Epic / Issue ID: #34 is currently referenced, not resolved; see RA-1.
  • Related Graph Nodes: create-app #33 / #35; Engine #18814.
  • Origin Session ID: 4412eba5-6723-412d-a1c5-d9b2c22aff69

🔬 Depth Floor

Challenge: #34 explicitly downgraded the claim that bundle scripts consume scaffold-hoisted packages to a hypothesis pending the real-scaffold resolution witness. The new script header and PR opening assert that claim as fact again. The check establishes shared declared-range equality; it does not establish which installed package a bundler resolves.

Rhetorical-Drift Audit — Findings: Correct that distinction under RA-2. Registry outage dependence is disclosed and the job fails visibly; it does not produce a false pass.

🧠 Graph Ingestion Notes

  • [RETROSPECTIVE]: Dependency declaration parity and installed dependency resolution are separate evidence.

🎯 Close-Target Audit

Findings: The body uses Refs #34 while delivering only its check half. Preserve #34's unresolved bump and release gate, and give this independently delivered slice its own close target.

📑 Contract Completeness Audit

Findings: The script explicitly compares only devDependencies declared on both sides and lists scaffold-only keys. It claims neither missing-engine-dependency detection nor successful bundle construction.

🪜 Evidence Audit

Findings: Current-head parity CI is green. The planted-drift and changed-pin exit-code results are author receipts; they do not replace #34 AC-6's real scaffold/bundle-resolution witness.

N/A Audits — 📡 🔗

N/A across listed dimensions: no MCP description or agent workflow changed.

📜 Source-of-Authority Audit

RA-1 follows the existing PR close-target rule: split a delivered leaf, rather than substitute Refs for Resolves. The main-only repository presents a separate authority question: live branches show only main and this feature branch, while active AGENTS.md §critical_gates.8 requires operator direction for main-targeted agent PRs. I have asked the author for an existing authorization receipt; I am not certifying that gate from branch topology alone.

🧪 Test-Evidence & Location Audit

Findings: Exact-head parity CI passes. Reviewed the generator capture, major-range and exact-pin controls, scaffold-only exclusion, read-only workflow and npm exclusion. Full form is used because this adds an enforced CI gate, a §6.4 never-micro surface. No duplicate live-registry run.

📋 Required Actions

  • P2 — Give the delivered parity-check slice a valid close target. Split or scope a leaf for this check and use an isolated Resolves #N for that delivered work, retaining #34 as a non-closing reference with its bump, AI-tooling decision and release gate still open.
  • P2 — Keep bundle-resolution provenance bounded. In the script header and PR opening, describe the verified shared-range check without asserting that the bundle scripts necessarily consume scaffold-hoisted packages. Either provide #34's requested real-scaffold resolution evidence or explicitly retain that provenance as an unresolved hypothesis.

📊 Evaluation Metrics

  • [ARCH_ALIGNMENT]: 100 — owning repository, actual generator seam, published metadata and no checkout coupling.
  • [CONTENT_COMPLETENESS]: 80 — 20 deducted for the missing delivered close target and unqualified resolution claim.
  • [EXECUTION_QUALITY]: 90 — CI and comparison controls pass; 10 deducted for evidence not covering the stronger bundle-resolution assertion.
  • [PRODUCTIVITY]: 80 — parity half delivered; intentionally does not deliver #34's migration half.
  • [IMPACT]: 50 — makes future declared dependency drift visible before release.
  • [COMPLEXITY]: 25 — one registry-dependent CLI, pure comparator and a read-only workflow.
  • [EFFORT_PROFILE]: Maintenance — adds a repeatable check to an existing generator.

PR Review — Round 2 (disposition only)

Status: Approved

📋 Disposition

# Required Action (verbatim from Round 1) Disposition Evidence
RA-1 P2 — Give the delivered parity-check slice a valid close target. Split or scope a leaf for this check and use an isolated Resolves #N for that delivered work, retaining #34 as a non-closing reference with its bump, AI-tooling decision and release gate still open. ADDRESSED The live body uses standalone Resolves #37 and non-closing Refs #34. #37 owns the check, CI and stated comparison scope. The live #34 body moves AC-3–AC-5 to #37 and retains the bump, AI-tooling decision, bundle-resolution release gate and new materializer AC-7.
RA-2 P2 — Keep bundle-resolution provenance bounded. In the script header and PR opening, describe the verified shared-range check without asserting that the bundle scripts necessarily consume scaffold-hoisted packages. Either provide #34's requested real-scaffold resolution evidence or explicitly retain that provenance as an unresolved hypothesis. ADDRESSED Exact repair 04e05e62…f84a394f changes only scripts/check-engine-parity.mjs:6–9: hoisted versus nested bundle resolution is explicitly unsettled and assigned to #34's release-gate run. The current PR opening makes the same distinction. Executable check and workflow are unchanged; current-head parity CI passes.

🔚 Verdict

Approve the bounded parity-check change. No required actions remain from this review. The separate main-target authority note in Round 1 remains with the human merge gate; this review does not authorize a release or merge.
