Move a list of frameworks and resources to a separate md file to make README more readable and lightweight

Motivation and Context

To make our README in this repo more readable and lightweight - and more focused on the actual list of server implementation examples that we have here - it's better to move the long list of additional frameworks and resources to a separate MD file. And then providing a link to this list from a README.

How Has This Been Tested?

Locally.
