Replace the obsolete local-token upload with the same tag-triggered trusted-publishing model used by the ML4T libraries. CI qualifies Python 3.10 through 3.14 on Linux, macOS, and Windows, builds and installs the wheel with the data extra, validates metadata, publishes through the pypi environment with OIDC, and creates the GitHub release only after PyPI succeeds. Local actionlint, Ruff, lock validation, 110 tests, build, and Twine checks pass.
