User benefit

Review section, step, and change titles now expose native same-document permalink anchors alongside distinct copy buttons. Fragment navigation reopens folded ancestors and aligns the requested title or marker at the leading edge after asynchronous diff rendering, including targets taller than the viewport. Hosted, local preview, and exported reports use the same renderer markup.

A copy-only control could not be inspected or opened as a link, and centering
a target taller than the viewport pushed its title off-screen. Section, step,
and change titles now carry real same-document anchors beside a separate copy
button, and the deferred reveal aligns the target's leading edge.
