…(PR5) Adds the packaged boulder-native-planner skill (explicit selection only, no implicit invocation), the structural+semantic critic join gate with max-three revisions, and the authenticated non-expiring plan approval challenge/receipt lifecycle (plan-only scope, domain-separated HMAC, stale and replay rejection). Merge gate: bun test (350 pass), bunx tsc --noEmit.
