Adds the RFC v0.2 contract layer: canonical planning JSON/digests, planning-packet/analysis-shape/critic-review/execution-packet/approval- receipt validators with stable dotted error ids, path-glob safety helper, and valid/invalid fixture families with focused contract tests. No CLI exposure. Includes the Boulder Native Planner RFC v0.2 design document and repo hygiene ignores for local agent state (.boulder/, .gjc/). Merge gate: bun test (297 pass), bunx tsc --noEmit, regenerated package inventory and readiness pack baseline for the enlarged fixture set.
