Summary

Upgrade all three package-release steps in eng/ci/release.yml from EsrpRelease@9 to EsrpRelease@14.

ESRP Release 9.0.0 uses a Node16 handler, which the build agent's end-of-life runtime policy prevents from starting. ESRP Release 14.0.0 is installed in the azfunc Azure DevOps organization, declares a Node20_1 handler, and retains the PyPI release inputs used by this pipeline.

The upgrade covers durabletask, durabletask-azuremanaged, and azure-functions-durable. Existing authentication, approval, artifact, and stage-dependency settings remain unchanged; the Node end-of-life policy remains enabled.

🔵 Needs a closer look

The ESRP v14 task definition is unavailable, so a pipeline owner must verify its Node20_1 handler and compatibility with existing PyPI and managed-identity inputs in the azfunc release environment.
