Removed '--no-build' argument from test command.
Move nuget.config out of repo root into build/ so GitHub Actions dotnet restore no longer auto-discovers it and falls back to nuget.org, while the Azure DevOps pipeline references it explicitly. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
Updated path separators in build arguments for consistency.
…tore Root nuget.config (internal feed only) is auto-discovered by the Azure DevOps build steps and 1ES governance scans, keeping the build nuget.org-free. GitHub Actions passes --source nuget.org so its restore ignores the internal-only root config instead of 401ing, with no second config file.
