GitHub now auto-fails workflow runs that use actions/cache v3 and actions/upload-artifact v3. Bump actions/cache to v4.3.0 and actions/upload-artifact to v4.6.2 (SHA-pinned) in build.yml and scorecards.yml. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
