Long-lived branch that accumulates the skipped-suggestions.md log maintained by the commit-digest skill. Each run appends a dated section recording every suggestion that was reviewed but not implemented, with source, decision, and one-line reasoning. Dedup is enforced: a row already present anywhere in the file is never re-appended.

This PR stays open as the running record. Each push from a commit-digest run updates it; a run summary comment is added each time so activity surfaces in notifications.
