Version bump, lock refresh and the changelog heading for 0.42.3 (64-button proxy wheel and its debug trace in the log; launcher module-lag warning, no unearned teardown, doctor and plan-printer fixes; registry text). The shipped relay is refreshed from this branch's CI artifact before merge.
