Rounds out the repo's community-health checklist (was at 62%): adds CODE_OF_CONDUCT.md (Contributor Covenant v2.1), bug report and new-content issue templates, and a PR template matching the repo's own CI/DCO conventions. Repo metadata (homepage URL, topics) fixed separately via the API, not part of this diff.
