Document the MathML <a> element and MathMLAnchorElement interface

Description

Firefox 155 adds support for the MathML <a> element's DOM interface, MathMLAnchorElement. It is currently enabled in Nightly only (the pref is mathml.a.element.enabled). See https://bugzilla.mozilla.org/show_bug.cgi?id=2059312.

This PR documents both the element and the interface.
