Run lint and docs once as dedicated jobs instead of in all 6 matrix jobs; gate tests on lint, upload coverage from a single job, and add pip caching.

Pre-commit and the sphinx docs build ran in all 6 matrix jobs, and coverage was uploaded 6x per push.
Verified: YAML parses, actionlint clean. No app code touched.
