Streamline NuGet publish workflows and release steps - #98

Updated all NuGet publish workflows to use simplified permissions and standardized release steps with softprops/action-gh-release@v2. Switched to using GITHUB_TOKEN, unified tag and release name formatting, and refactored publish_validation.yml for consistency and maintainability.
