Second pass: exported compatibility validator, added negative tests for duplicate IDs, bad URLs/hashes, missing deprecation metadata, replacement cycles, and active entries, plus CI actionlint. Consumer migration/data/settings/grants and new Package Index releases remain external gates. Windows checks: NOT_RUN. |
