ci: a crashed test host leaves a minidump, kept as an artifact (#7) - #9

The test host crashed twice on a saturated box and never on GitHub's runners; no dump was captured, so nothing could be read from it. 18 full runs at 6 hosts on 2 cores with --blame-crash did not reproduce it. CI now runs dotnet test with --blame-crash (mini dumps) and keeps any dump of a failed run for a week, so the next one can be read. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Arms
--blame-crash(mini dumps) in CI's test step and keeps any dump of a failed run for 7 days, so the test host crash seen twice on a saturated box (#7) can be read the next time it happens. Not reproduced locally: 18 full runs at 6 hosts sharing 2 cores, with --blame-crash, all 60/60.
