Route restoration runs before the time limit supplied to a later solve. Expose
RoutingModel#update_time_limit(seconds)so callers can set a separate native allowance after closing the model and before restoring routes. The binding accepts finite, nonnegative seconds, including fractional values. The native limit is cooperative and may overrun. A valid restored assignment remains usable, while a nil result does not distinguish an invalid route from an exhausted allowance. Subsequent solves apply their own search limits. Regression coverage exercises restoration after exhaustion and replacement of the restoration limit by a seeded solve.
This supplies the native binding used by the planner restoration change in https://github.com/lugg/api/pull/4007.
