Route restoration can return nil for either an infeasible route or an exhausted search limit. Expose RoutingModel#check_limit so callers can distinguish those outcomes before classifying a failed diagnostic probe.

The zero-argument Ruby method delegates directly to C++ RoutingModel::CheckLimit() and returns its boolean, matching Python's routing.CheckLimit() call. Budget accounting and timeout classification remain with the caller. Regression coverage checks exhaustion, reset and reuse, and infeasibility without limit exhaustion.
