Initialize zh-Hant as a Traditional Chinese general variant by mirroring the completed zh-TW translations. Reach 100% parity with en for both files (developer.json 141/141, models.json 111/111).

zh-Hant 与 en 在 developer.json 与 models.json 同步。
developer.json — 26 个新增
补全 serverOptions/allowMcp/serverOptions start+stop error、endpoints/openaiCompatRest 全部子键、endpoints/lmStudioRest + lmStudioRestV1 + anthropicCompatRest。
models.json — 29 个新增
补全 indexingPageLoaderText、loader.guardrails 整块、virtual.altsSelect 整块。
策略：以 zh-TW 完整译文为基础复制（zh-TW 已经 100%）。后续 PR-Hant-2 (config+shared) 与 PR-Hant-3 (chat+settings+download+discover) 沿用同一方式。
完成后两文件均达 100% 覆盖率。
