docs(helper): add 0.17.0 installation guide - #62

Publish the LibreDB Studio 0.17.0 install guide at /helper/0.17.0.html and mark it current on the guide index. The 0.16.1 and 0.16.2 guides stay reachable at their own addresses. The file is self-contained (all screenshots and fonts inline, opens offline) and ships in 13 languages; every screenshot was recaptured on 0.17.0.
