Summary

The Known enforced surfaces row for GitHub repo settings, rulesets and labels said "all 15 org repos". The .github Terraform has managed every repo in fleet-ops/repos.json since adoption, and that is 27 repos as of 2026-10-06. The row now says "every org repo — 27 as of 2026-10-06", so the count no longer goes stale every time a repo is created.

The ~/repos/CLAUDE.md local mirror was updated identically, and the table sections in the two copies diff clean.
