Closes #244

Adds docs/adr/0011-fleet-secrets-handling.md and its row in the ADR index. The ADR is the fleet's first single statement of how it handles secrets.

What it records

Nine rules. Rules 1–6 codify practice that was already consistent but spread across per-repo ADRs, READMEs and CLAUDE.md files. Each one links to the file that shows it in force.

  1. Identity before secrets: GitHub OIDC to AWS, and a GitHub App for the bullpen.
  2. Least scope, and widened grants are reverted.
  3. Values live only in an approved store. The ADR's table lists them: Actions secrets, Secrets Manager or SSM, host-local files, and Terraform state within rule 4's limits. Values go nowhere else.
  4. Terraform holds slots, not values. The bootstrap credential stays outside the config it drives.
  5. "Set out of band" is unfinished until verified.
  6. Example files in git, real files ignored, which is lupinus's adopter convention.

Rules 7–9 are adopted now:

  1. Secret scanning and push protection are on everywhere (Enable secret scanning and push protection on every fleet repo #240 / Enable secret scanning and push protection on every fleet repo #241).
  2. A leak is rotated, not scrubbed.
  3. A new kind of store, such as SOPS ciphertext in git, amends this record before it ships.

Why

No document named the approved stores, what Terraform may hold, a detection baseline, or what to do on a leak. Two concrete results:

  • Secret scanning and push protection were off on all 27 public fleet repos.
  • The lessons from the 2026-07-08 placeholder-credential incident and the 2026-07-13 token incident were recorded but adopted only in part.

Gaps are tracked, not blessed

The ADR's "Where the fleet stands" table lists each place the fleet does not yet meet a rule, with its tracking issue:

Every issue in that list except #149 and betula#119 was filed alongside this PR.

📝 Summary

Summary by CodeRabbit

  • Documentation
    • Added fleet-wide guidance covering workload identity, least-scope credentials, approved secret stores, Terraform state, setup verification, and placeholder values.
    • Documented example configuration, secret scanning and push protection, rotation of exposed secrets, and the process for adopting new stores.
    • Recorded how repositories can document exceptions, along with current gaps, consequences, and rejected alternatives.
    • Added the decision to the architecture decision record index.

Walkthrough

The pull request adds ADR-0011 with fleet-wide rules for secret handling, detection, and leak response. It also adds the ADR to the documentation index.

Priority: ➖ Normal

Estimated code review effort: 2 (Simple) | ~10 minutes

Change: Other · Severity of issue fixed: Medium

Merge Risk: ⚪ Minimal · up to ef556

The ADR can merge with its scanning rollout still tracked as an open gap; it does not claim that protection is already active.

Security Architecture Review

Security architecture risk: 🔵 Low · up to 2686f

The PR strengthens and consolidates security policy without modifying running systems. However, the access restrictions required for secret-bearing Terraform state are not demonstrated, and documented operator access needs reconciliation with the OIDC-only requirement.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The policy has fleet-wide reach; the ADR reports 27 public repositories. The shared backend's repository-specific key identifies this repository's state but does not prove authorization isolation. The maximum cross-repository reach of a compromised state-access principal remains unknown without effective IAM and S3 policies.

Security Findings and Attack Paths

  • observed — The ADR records existing detection, state-delivery, placeholder-verification, and credential-scope gaps with tracking issues. These are recorded pre-existing conditions, not independently verified findings introduced by this documentation-only PR.

Trust Boundaries and Controls

  • observed — Rule 4 states that state is reached only through each repository's OIDC role. Existing repository documentation instead distinguishes CI OIDC access from local IAM-user access and explicitly retains operator applies. The README says the CI role is live, so the backend's future-role comment is not sufficient evidence that OIDC is absent; neither source proves deployed access enforcement.
  • observed — The policy requires least-scope credentials, reversal of debugging grants, scanning and push protection, and issuer-side revocation or rotation before public-tip cleanup. Push-protection bypasses are restricted to confirmed false positives with a stated reason.

Resilience and Maintainability Implications

  • observed — The policy establishes verification and revoke-before-cleanup ordering, but does not specify verifier ownership, success binding, retry or concurrency handling, partial-failure recovery, or credential-rotation handoff. Those implementation guarantees remain unverified; the omission is not evidence of a failing transition newly introduced by this PR.

Hardening Proposals

  • proposed — Before relying on the shared state backend as an approved secret store, verify deployed role trust, state-prefix permissions, bucket encryption and access policy, and operator access. Reconcile the OIDC-only requirement with any intentionally retained operator exception.

referenced sections; remove any claim that cannot be supported by a link.
