With #109's cloud_storage_google neutralization the plain gate now also runs the full migration — and dies at the identical
_process_endspot:out of shared memory / max_locks_per_transaction. Mirror the lock-limit step #109 added to the enriched workflow. (Enriched went GREEN on the same aggregate.)
