This field is required for France FacturX, and is supported by the XRechnung format. It allows to specify a legal organization with an ID and an optional scheme ID, which will be included in the XML output as a SpecifiedLegalOrganization element.

Story
Merges halfbyte/ruby-secretariat v3.9.0 (24 commits) into the fork. Upstream already contains our earlier fork changes (per-tax reason texts, billed/basis quantity); the only fork feature missing upstream is the seller contact with phone and e-mail, which is kept.
