feat: implement Stack Scout zine redesign

Summary

• Implements the Claude Zine Refined.html direction across the full Stack Scout generated site, including home, top tools, categories, wire, radar, collections, sources/method, tool pages, and category pages.
• Adds the shared footer contract with project/contact links and the Elusion Works umbrella line.
• Adds persisted mood controls, compact zine masthead, editorial hairline layouts, refreshed content labels, corrected Pages sitemap base, and updated PWA/cache metadata.
• Adds a pull_request/main validation workflow plus a launch-safety checker for public output.

• Playwright sweep at desktop 1440x960 and mobile 390x844 for /, /catalog/, /categories/, /updates/, /radar/, /collections/, /method/, /tools/openai-api/, and /categories/mcps/

Notes

• Built from a clean temp worktree based on origin/main; the existing local prototype branch in W:\Websites\sites\stackscout was left untouched.
