chore(release): refresh KsADK 0.7.0 public candidate

Scope

• Sync the reviewed 0.7.0 clean export from internal master.
• Include the LangChain create_agent streaming and Command output fix, plus the ksadk-web 0.2.19 workflow default.
• Add bilingual cloud deployment onboarding and fix GitHub Pages static search below /ksadk-python.
• Refresh bilingual runtime architecture assets and public release evidence.

Verification

• make public-preflight passed: version gate, sensitive/public source audits, 19 public tests, docs static build, wheel/sdist, Twine, and artifact audits.
• make public-publish-gate passed with reviewed internal source commit a40948e.
• PyPI pre-check confirmed ksadk 0.7.0 is not published. The anonymous GitHub Release-history probe timed out locally; authenticated gh verification confirmed the required historical releases.

Release Boundary

This PR only updates public source. Do not run Publish PyPI until the required staging checkpoint-resume and session fail-open E2E evidence is available.
