Description
Adds a stateful bloatnet contract deployment script (test_setup_contracts.py), a --deploy-only-style option in the fill_stateful plugin, and the shared transaction/account helpers it needs.
Based on top of jochem-brouwer:bench-stateful-filler-optimizations.
