Pin devbox-install-action to v0.15.0 (uses actions/cache v5 instead of the Node 20 v4), and restore the golang cache before installing devbox in the golangci-lint job so the init_hook's `go install tool` doesn't pre-populate ~/go/pkg/mod and break the tar extraction.
