Is pulumi-bin also old? Looks like it has newer versions.

devbox uses nixpkgs as the default repo for packages so if packages are out of date, that would be the place to post the issue or update. Devbox has no control over that.

Devbox does have an experimental feature that allows installing directly from github. You can do:

devbox add runx:pulumi/pulumi

which will install directly from the pulumi repo. Note that this bypasses nix.

Package versions come from nixpkgs, as noted above. nixpkgs has since updated pulumi (nixpkgs-unstable pkgs/by-name/pu/pulumi/package.nix now has version = "3.263.0"), and the new default search backend on main (#2985, www.nixsearch.com) already lists it:

$ ./devbox search pulumi    # devbox built from main
* pulumi  (3.263.0, 3.255.0, 3.253.0, 3.192.0, ...)

The old search.devbox.sh backend tops out at 3.255.0 (see #2965 for that staleness). devbox add pulumi@latest should give a current version once you're on a release that includes #2985, or now with DEVBOX_SEARCH_HOST=www.nixsearch.com. pulumi-bin and runx:pulumi/pulumi also remain options. I think this can be closed.
