Establish a local-only prompt eval system using shadow-cljs compiled ClojureScript, Vitest, and direct llama-server integration. Ten test suites cover 26 SYSTEM.md rules including Java imports, namespace conventions, threading idioms, control flow, docstrings, data patterns, error handling, clj-paren-repair guidance, and naming conventions. Evals run locally via justfile; removed from CI to avoid external provider dependencies during review.
