Не меняет admission-арифметику и консервативные резервы. Вместо двусмысленного core -563 < 250 причина ожидания теперь показывает полную формулу: фактический GitHub remaining, число активных резервов, объём чужих резервов, оценку нового запуска и расчётный остаток. В карточке pending budget-defer поле называется Причина ожидания; настоящий failed по-прежнему показывает Error. HTML и copy-attribute продолжают экранироваться. Проверки: python -m pytest -q — 517 passed; tests/test_github_budget.py — 99 passed; git diff --check. Независимое ревью: функциональных блокеров нет.
