Add BRF inspection CLI

Add a standalone host-side quarry-brf-inspect executable for human-readable inspection of arbitrary validated BRF records without generated code.

• Reads QBS from a file and BRF from a file or stdin.
• Requires explicit record ID or reflective record name selection.
• Uses quarry_qbs_parse(), public record lookup, quarry_brf_validate_with_workspace(), and quarry_brf_print().
• Links only against quarry_runtime_c; no compiler/frontend/backend/Schema IR dependencies.
• Supports bounded host-side inputs/workspaces, indentation, and output limits.
• Keeps stdout for formatted output and stderr for diagnostics.
• Adds focused CLI integration tests and install validation coverage.

BRF/QBS formats, Schema IR, and generated-code compatibility epochs are unchanged.

Validation: full CTest 53/53, strict C99 runtime build, install validation, packaging/interoperability checks, and git diff --check passed.
