Adds the finalized tracked release notes for the proposed
v0.1.30-rc.2release.The notes cover compiler/QBS output, generic C and generated C interoperability, the QBS-vs-generated-C benchmark baseline, reproducible artifacts, compatibility epochs, BRF v2 compatibility relative to RC1, limitations, and validation.
