Earlier local-readiness implementation candidate

This PR belongs to branch fix/local-readiness, head 043464c6883518fb626bb0ea8e75020be42faf17, based on 960526544da308ea8b0eb1d325b26609487ab856. It is separate from the subsequent implementation in PR #11 (fix/local-release-readiness). Do not merge the two competing candidates automatically.

Its repository evidence is .agnir/evidence/2026-09-20-functional-hardening.md at the pinned head. That evidence records provider-owned authority policy, required verification, journaled continuity and contained I/O, session/replay safeguards, native acceptance tooling and 109 local tests. It explicitly leaves actual authenticated native effectiveness and release sign-off pending. No public release, Platform publication or real Cloudflare deployment is authorized.

Metadata correction — 2026-09-20

A resume-time description update briefly attributed PR #11's candidate SHAs and 128-test/native CI receipts to this PR. Those receipts belong to PR #11, not this head. This corrected description preserves the actual branch/head and its own evidence; this correction does not change or discard any source code. Review this earlier alternative separately before retiring its ref. The active continued repair and cross-platform/native acceptance work is PR #11.
