Site dependency bump to the 5.5.1 runtime (merged registry bump to index-v6). 5.5.1 resolves the new gated static-int8 artifact: ara-diac-small-int8static-2.1 — cer_delta 0.1038pp over 2,480 samples, zero confident flips, 491 MiB, +8% CPU decode vs dynamic-int8. Lockfile refreshed against the published package.
