Recovers the closing documentation of the JSON-IR-elimination campaign from an uncommitted working tree: items 01-08 and 10 complete and landed on main via the ISC sweep PRs (#789-791); item 09's PRs superseded. Also guards the secryst-absent spec so it skips in environments where the gem is installed (fails locally otherwise, passes in CI). Canonical suite green: 295 examples, 0 failures with SKIP_JS/SKIP_PYTHON.

…env-conditional secryst spec

The restructure campaign's closing documentation, recovered from an
uncommitted working tree: 8/10 items complete and landed on main via the
ISC sweep (TS parser+loader, website iscStrategy, JsonIR demoted to
opt-in, 7388/7388 cross-runtime parity, CI validation); item 09's PRs
superseded by the sweep merges; item 10 spec complete. The
secryst-absent spec now skips when the gem is present locally.
