Verify repositories CI parameters before switching to `r-lib/actions/setup-r-dependencies@v2` CI job in `r.pkg.template`

Companion to #102 Follow-up after insightsengineering/r.pkg.template#274

Since we will remove lookup-refs field (in favour to more common Remotes), we don't need our ie/setup-r-dependencies GitHub Action.

Since it's not needed, we can move to the community based setup r-lib/actions/setup-r-dependencies@v2.

This will require changing the names of GHA parameters in some repositories, but not in all.
In some cases ie/setup-r-dependencies used the same parameters for the same purpose, but with different names.
Also there are some parameters in ie/setup-r-dependencies that do not exist in r-lib/actions/setup-r-dependencies@v2.

Added 36 Story Points, as there is 36 packages that we will review, that do not break for the new package installation GHA step
