Import PCRE2 10.49 and its pinned SLJIT sources, retaining PHP's configuration and symbol prefixes. Update both build systems and the reproducible importer, and cover the Unicode character-class regression that prompted the 10.44 rollback.

Upgrade bundled PCRE2 to 10.49, including the fix for the Unicode character-class regression behind php#20341 and the rollback in php#20380. Update the importer and Unix/Windows build lists for the new source layout.
