Fix Windows 32-bit wheel build and rename config.py.sample to config.py
Fixed Windows 32‑bit wheel build by upgrading cibuildwheel in .github/workflows/bld_wheels_and_upload.yml.
Renamed config.py.sample → config.py and added to .gitignore.
Removed config.py.sample references from setup.py (package_data, data_files).
Updated MANIFEST.in to exclude config.py.sample from sdist.
Updated README.md and NOTES.md to reflect new test setup instructions.
