📝 WalkthroughSummary by CodeRabbit
WalkthroughThe project policy replaces Deno with Bun for JavaScript and TypeScript runtime execution, package management, dependency installation, and one-off tooling. It also prohibits new ReScript files and requires ChangesBun policy update
Estimated code review effort: 1 (Trivial) | ~3 minutes Merge Risk: 🔵 Low · up to The policy now bans Deno but still approves two Deno-native APIs, which could cause agents to follow conflicting guidance. Owner ruling 2026-08-26: "deno is to go and bun is the way we are going, put it
first everywhere unless not possible and explain why if not".
This file is what an agent reads FIRST and it listed Bun as BANNED with Deno as
its replacement. Correcting hyperpolymath/standards (#655) fixes one copy of
~372 - agents read the local one. This is that local copy.
ALLOWED **Deno** "Replaces Node/npm/bun" -> **Bun** tier 1
BANNED | Bun | Deno | -> row REMOVED
BANNED Node.js / npm / pnpm/yarn -> Deno -> -> Bun
rule "No package.json for runtime deps - use deno.json imports"
-> Use package.json + bun.lock; a manifest is REQUIRED
rule "No node_modules in production"
-> bun install --production, pinned via bun.lock
pkg JS deps: Deno -> JS deps: Bun (package.json + bun.lock), bunx
WHY THE MANIFEST RULE MATTERS MOST. "No package.json for runtime deps" did not
express a preference - it told repos not to declare their dependencies at all.
hyperpolymath/ubicity imported zod and glob, shipped NO manifest of any kind,
and could not build under ANY toolchain. Fixed in ubicity#107; the rule that
caused it is fixed here.
ALSO REPAIRED - blanking scars from the ReScript purge, which substituted the
token with an EMPTY STRING rather than removing the text:
| | AffineScript | -> | ReScript | AffineScript |
1. **No new files** ... -> **No new ReScript files** ...
| **JavaScript** | Only where cannot | -> Only where AffineScript cannot
Restoring the NAME in a policy table does not reintroduce the language. Same
root cause as the rm -rf /lib found in wordpress-tools#62.
Policy text only - no code, no workflows, no build files. 1 file(s).
NOT FOLDED IN: "Fallback: Nix (flake.nix)" is stale (Guix superseded Nix per
ADR-2026-STACK-MIGRATION) but that is a separate ruling; flagged, not changed.

Pull Request Overview
The PR successfully establishes Bun as the Tier 1 runtime and package manager in the .claude/CLAUDE.md policy. However, several critical issues prevent this from being a complete or consistent update.
First, there is a major logical conflict between the new Bun-only policy and the 'Exemptions (Approved)' section, which still references Deno-native APIs like Deno.openKv. Second, the PR leaves behind 'blanking scars' (e.g., **** on line 22) that were supposedly part of the cleanup. Finally, although the PR title mentions removing Deno, the tool has not been added to the 'Banned' table, which may lead to the AI assistant incorrectly attempting to use Deno toolchains. Codacy identifies the quality as up to standards, but these logical policy inconsistencies should be resolved before merging.
About this PR
- The PR description mentions a repair for a banned row (
| | AffineScript |to| ReScript | AffineScript |), but this change is missing from the diff. Additionally, the description implies a broader cleanup of 'blanking scars' that was only partially implemented.
Test suggestions
- Verify Bun is listed as Tier 1 in the ALLOWED table
- Verify 'package.json' and 'bun.lock' are marked as REQUIRED manifests
- Verify repair of 'No new ReScript files' rule text
- Verify repair of 'Only where AffineScript cannot' text for JavaScript
- Verify update or removal of Deno-native exemptions in src/storage.ts and src/observability.ts

🔴 HIGH RISK
Promoting Bun to Tier 1 while Deno is removed creates a contradiction with the 'Exemptions (Approved)' section (lines 91-92). Those lines still explicitly reference Deno-native features like Deno.openKv and Deno.metrics. These exemptions must be updated to Bun-compatible alternatives or removed to ensure the AI follows a consistent runtime policy.

🟡 MEDIUM RISK
The language name for 'Primary application code' remains blank (****). Based on the PR's intent to fix 'blanking scars', this should be updated to the correct language moniker (e.g., AffineScript).

🟡 MEDIUM RISK
Suggestion: The PR indicates Deno is being removed, but it is missing from the 'Banned' table. Adding it explicitly ensures the AI assistant avoids Deno-specific toolchains or configurations.
Try running the following prompt in your coding agent:
Add a row for Deno to the 'Banned' table in .claude/CLAUDE.md with Bun as the replacement.

Pull Request Overview
This PR promotes Bun to a Tier 1 runtime status and restores language labels (ReScript/AffineScript) that were previously corrupted. While the core transition is well-implemented, several residual Deno-specific API references (such as Deno.openKv and Deno.metrics) remain in the Exemptions table. These create internal contradictions that may confuse the AI assistant. Additionally, one instance of the 'AffineScript' label remains incomplete in the Banned table.
About this PR
- Consistency in language labeling (particularly for 'AffineScript') should be verified across the entire document. While most instances were restored, several residual formatting issues in the Banned table and footer suggest the automated purge artifacts haven't been entirely cleared.

line 91-92🟡 MEDIUM RISK
The 'Exemptions' table (lines 91-92) still lists Deno-specific logic (e.g.,Deno.openKv,Deno.metrics) and rationales based on the Deno ecosystem. Since Bun is now Tier 1 and Deno is being phased out, these exemptions should be updated to Bun-compatible alternatives or removed to avoid misleading the AI.
Test suggestions
- Verify Bun is listed as Tier 1 in the Allowed Languages table
- Verify Bun replaces Deno in the Banned Tools replacement column
- Verify Enforcement Rule 2 mandates package.json and bun.lock
- Verify 'ReScript' is restored in Enforcement Rule 1

🟡 MEDIUM RISK
Suggestion: Since Deno is being phased out in favor of Bun, it should be explicitly listed in the Banned table. This prevents the AI from recommending Deno-specific modules or runtimes as alternatives for other prohibited tools like Node.js.

⚪ LOW RISK
Nitpick: The replacement for 'Python (general)' is listed as /Rust. To maintain consistency with the fixes on lines 22 and 29, this should be updated to 'AffineScript/Rust'. Similar missing identifiers appear on lines 85, 90, and 94.

Review feedback from codacy-production and coderabbitai on the policy wave. Three substantive points, all accepted: 1. ".ts CONTRADICTION" (codacy, MEDIUM, raised on most of the wave). The Bun row said "Executes .ts directly, no build step" in a file whose BANNED table bans TypeScript. OWNER RULING: TypeScript "should not exist at all", so advertising Bun's TypeScript capability is wrong regardless of whether it is true. Every .ts reference is removed from the row, including "JS/TS" in its label. 2. "DENO MISSING FROM BANNED" (codacy, raised repeatedly). The wave removed Deno from ALLOWED but never added it to BANNED, so the ruling was only half expressed. Added | Deno | Bun |. 3. "UNPINNED bunx" (coderabbitai, Security & Privacy). A bare `bunx <tool>` can fetch a package outside package.json/bun.lock, and can start Node via a shebang - both contrary to estate SHA-pinning doctrine and the Node ban. Guidance now requires a declared devDependency plus `bunx --no-install --bun <tool>`. NOT taken: "a npm-compatible" (LanguageTool is wrong, "an" is correct before a vowel sound); "--frozen-lockfile is redundant" (correct - no change needed, and none made); the Nix->Guix point (real, but a separate ruling, deliberately not folded into a Deno/Bun change).

All substantive review findings are addressed in the latest push.
Declined, with reasons: "a npm-compatible" — LanguageTool is wrong; "an" is correct before a vowel sound. " Dismissing the stale review on that basis; the original review, this reply, and the dismissal reason all remain on the PR. |
Addressed in the latest push; the preceding comment lists what was fixed and what was declined with reasons. Owner ruled TypeScript should not exist at all, so every .ts reference is gone from the Bun row; Deno added to BANNED; bunx now requires a declared devDependency plus --no-install --bun; description regenerated from the diff.
Addresses the two live static-analysis findings on this PR. ReScript was absent from the BANNED table although canon bans it (destination AffineScript), so the table read as permitting it. Enforcement Rule 3 said `bun install --production` with no `--frozen-lockfile`, so a lockfile mismatch silently re-resolved instead of failing, which defeats the point of committing `bun.lock`. Enforcement Rule 1 is deliberately untouched: standards#655 records that collision as not resolvable unilaterally. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>
