I removed codecov, no longer an app and this should be removed from here and everywhere else

Closing: the app this PR updates is no longer installed on this account, and the codecov/codecov-action coordinate is pruned from the estate Actions allowlist, so the step was failing rather than uploading. The workflow-side reference is removed in #85 (this PR); once that lands Dependabot has nothing to bump here. (standards spec §9 lists Codecov on the never-re-add set.)
