Closes #57.

What changed, and why the shape changed

The first version of this PR wired just proof-check-all into CI and made it
intolerant of missing provers. That was the right instinct and the wrong shape:
metadatastician/standards 3-practice/PROOF-POLICY.adoc §1 makes Agda the source of truth
for a theory proof and §2 makes Rocq and Lean its recheck legs. So CI now:

  • audits verification/proofs/LEDGER.json — the record of what has actually
    been proven, at what grade, with which axioms, at which commit;
  • compiles only the recheck legs the ledger declares (just proof-witness-check
    = registry gates + ledger audit + declared Rocq/Lean legs);
  • re-typechecks the Agda source leg, and records it — it is the source of truth,
not something to re-derive in CI.

The witness verdict, in the policy's own vocabulary

item value
theorem XP-1, kind theory
grade 3 — Agda alone, not translated
source leg Agda proven, receipt 4c6b918 / run 41299544043, assumptions pinned (Agda 2.8.0, stdlib v2.3, echo-types b0982c4, absolute-zero f486c29)
Rocq leg open — no witness; §2 wants transport (Dedukti/Lambdapi) or a hand re-proof
Lean 4 leg open — no witness; no Mathlib, so a core-Lean re-proof
rungs above 2i needs exactly one proven leg; 2ii needs two and a non-DTT leg (Agda/Rocq/Lean are all DTT/CIC, so Rocq+Lean cannot get there); 1 needs AXLE/coq-lsp/isabelle-server

The §2 recheck obligation for XP-1 is unmet, and the lane says so on every
run: a POLICY GAP line in the log, a ::warning:: annotation per open leg, and
a 0 proven recheck leg(s) census in the annotations. A green run means the
ledger is honest
, never the theorem is verified in an independent kernel.

The grade-3 rung is substantiated, not labelled

just proof-ledger-check reads the tree and fails on drift:

  • named declarations — statement_anchor/statement_formal pin TP-ECHO-1..3
and their types; the gate re-reads EchoTyping.agda (whitespace-normalised) and
    fails if a recorded type is gone;
  • flags in force — the gate reads the {-# OPTIONS #-} pragmas out of the
proof files and the CLI flags out of scripts/check-proofs.sh, and requires
    the ledger's safety_flags to equal their union;
  • the §5 deviation — mathesis §5 names --safe --erasure or Full --cubical
for grade 3; this proof runs --safe --without-K --cubical-compatible. The
grade stays 3, but the difference is recorded in grade_deviation, and the gate
    requires that field whenever the flags are not a named configuration;
  • "no postulates" — evidenced by a mechanism (--safe + the comment-aware
    scans), not asserted.

history follows mathesis §6: entries need date/target/from/to/evidence, the last
entry for a target must equal the current value (no quiet downgrade or dropped
record), and a transition to a weaker state needs a reason. An honest, evidenced
regression passes.

The gate is verified both ways (§7)

tests/proofs/run-controls.sh runs 15 ledger-form controls (no prover needed) and
5 kernel controls, and the run reports the counts as annotations:

  • must pass — a closed Rocq proof (Print Assumptions: closed), a closed Lean
    proof (#print axioms: no axioms), an honest evidenced regression;
  • must fail, for the stated reason — Admitted, sorry, a grade with no leg
behind it, contradictory history, an unjustified regression, flag drift,
statement drift, a missing escape-hatch mechanism, an unrecorded deviation, a
non-existent anchor, a ghost source file, a witness planted on disk that no
ledger row claims, and a 2i claim with 0 proven legs.

Receipt: run 41314454646 — 15 expectation(s), 0 violations and
6 expectation(s), 0 violations under coqc 8.18.0 / lean 4.15.0.

Anti-null-check work

Widened, not weakened: MANIFEST / LEDGER.json are excluded from the proof
registries (they are the gates' inputs, not proofs); tests/proofs/control/* is
allowed through the coordination boundary only if each fixture declares itself and
stays <= 20 lines; the unclaimed-witness check no longer degrades to a no-op in a
tree without .git; a zero-work guard fails if a leg is recorded proven with no
gated module.

No continue-on-error, no skip-on-missing-tool, no evidence fabricated. Missing
toolchain => BLOCKED, never a pass.

Remaining blockers

  1. Rocq and Lean legs are open — that is proof work, not bookkeeping; the
runbook is in PROOF-STATUS.adoc and just proof-grade prints the delta.
  2. The Lean release archive has no published digest, so its identity is recorded
per run (sha256 + size in the receipt) and the toolchain is pinned by version
    assertion. Agda remains sha256-pinned.
  3. Workflow Security Linter -> Verify action lockfile coverage is red on main
already; this lane adds no uses:, so its lock entry is unchanged.

Follow-up audit: five items, in order

An audit of this branch against the policy turned up five places where the repo
said one thing and did another. All five landed, each as its own commit:

  1. The local ruling was superseded and did not say so. D-2026-10-12
("Coq, Mizar: archived", "Lean 4 is provenance") predates the estate policy
(owner ruling 2026-10-26, amended 2026-11-01). The decision now carries a
    clause-by-clause amendment: the Agda-kernel, Idris2-ABI and
Isabelle-supplementary clauses stand; "Coq archived" and "Lean is provenance
only" are superseded; XP-1's open legs are obligations, not waivers (§4
waives a statement that cannot be expressed, not a tool the estate archived).
docs/decisions/README.adoc is now an index that states the supersession.
The policy is pinned in the ledger (46ee1832…, ruling + amendment dates,
vendored_here: false) because this repo has no standards/ directory — the
old bare path was a dangling citation.
  2. §2.1 invalidated the pinned Agda receipt. A --safe-only success is
historical evidence, not a receipt for --safe --without-K --cubical-compatible. The receipt was re-baselined onto run 41314454646
(3cd1859), the first canonical-invocation run; the old one is kept as
history. The gate's history rule now resolves a transition that names the
    source leg.
  3. Dependencies were two version strings. echo-types (identity claim open,
    criterion 2) and absolute-zero (115 Qed / 0 Admitted / 61 axioms, OND-6
open, Coq archived) are now tagged external-development /
    proof-bearing-consumer with relation, evidence and a caveat that names them;
.source.import_cone records the import closure module by module (3 modules,
all --safe --without-K --cubical-compatible, 0 postulates) and what is
    deliberately outside it.
  4. The gate's policy reference was a dead path, and the ledger's note claimed
a pin check that did not exist. The gate now prints
    metadatastician/standards … @ 46ee1832… and fails on a missing pin,
phantom vendored copy, waiver-as-status, or unavailable route carrying a claim.
  5. hexad and logtalk. HEXAD is VeriSimDB's legacy VCL keyword for the
octad source (8 witnesses); the wire schema is verisimdb.octad.v1 and the
API is /api/v1/octads. logtalk was removed as a Hypatia report format on
2026-04-14. Both were inherited from gitbot-fleet templates and are reported
    there with evidence: gitbot-fleet#640, gitbot-fleet#641.

Controls for the instrument went from 15 to 26, each asserting the specific
refusal rather than any non-zero exit — including two silent field-shift bugs in
the gate's own record reads, found because a control for a rule I had just
written passed when it should not have (IFS=$'\t' collapses empty fields in
bash; tabs are whitespace).

Still open

  • XP-1 is still Grade 3: rocq [dtt]: open, lean4 [dtt]: open. Grade 2i
needs one proven leg; 2ii is unreachable while both legs are DTT.
  • Policy §6 deviation recorded, not waived: Rocq 8.18.0 from the package index and
Lean 4.15.0 from the release archive, not from a Guix manifest or the container.
  • hypatia-scan, governance, secret-scanner and the workflow linter fail on
main at 3bb3b0b as well — pre-existing, not from this branch. The linter's
failing step is "Verify action lockfile coverage" (gh-actions-lock --verify-local, exit 2); runner logs for the other three are unretrievable.

Issue #57: `just proof-check-all` existed but no workflow ran it, and every
prover recipe ended in `SKIP: <prover> not installed; exit 0`. The proofs
were asserted, not enforced. Two further ways the target could go green
without checking anything: a prover directory with no sources still printed
PASS, and the banned-pattern scan flagged the *prose* "zero postulates" in
EchoTyping.agda (exit 1 on a clean tree) while ignoring real escape hatches
inside block comments.

Enforcement added (no proof or safety flag weakened):

* scripts/check-proof-enrolment.sh — registry gate. Parses
  [verification].allowed-proofs (placement.a2ml) and ALLOWED_PROOFS
(check-coordination-boundary.sh), requires them to agree, requires every
file under verification/proofs/ to be registered, requires every
registration to exist on disk, refuses to pass on zero proof sources, and
requires --safe/--without-K to stay in force. A required prover missing
from PATH exits 2 (BLOCKED), never a skip.
* scripts/proof-scan-dangerous.sh — comment-aware banned-pattern scan
(block + line comments), word-boundary keywords, zero-work fails.
* Justfile — proof-check-all now depends on the gate; every prover recipe
fails BLOCKED when it has work and no prover, fails on any typecheck error,
and prints NONE instead of PASS when it has no enrolled sources.
* .github/workflows/proof-ci.yml — hosted lane for `just proof-check-all` on
proof, manifest, Justfile and workflow changes. Agda 2.8.0 (sha256-verified
  official binary), agda-stdlib v2.3 (tag+commit asserted), just 1.59.0,
  echo-types and absolute-zero commit-pinned. No continue-on-error, no
skip-on-missing-tool. Receipts uploaded as an artifact.
* actions.lock — entry for the new workflow (existing pinned actions only).

Local receipts: enrolment gate PASS (2 sources, 3 registered entries),
banned-pattern scan PASS (2 files). Agda typecheck: BLOCKED locally (no Agda
in this environment) — the hosted lane supplies it; not claimed as passing.

206-208: Verify the Lean archive against a fixed SHA-256 digest.

The new curl options enforce HTTPS. They do not check the content of the archive. The step records the digest in archive.txt but does not compare it. The later lean --version | grep -F check reads output from the extracted binary, so it runs after the archive code is already executed.

The Agda step already checks a fixed digest in AGDA_LINUX_SHA256. Add LEAN_LINUX_SHA256 to the env block. Run sha256sum --check --strict before tar. Take the value from a trusted download of the release asset.

Changes: Proof verification gates and CI

Layer / File(s) Summary
Enrolment and registry checks
scripts/check-proof-enrolment.sh, scripts/check-coordination-boundary.sh, .trusted-base-ignore, tests/proofs/control/*
The enrolment gate compares the placement and boundary allowlists with tracked proof sources. It checks registration, prover paths and Agda safety options, and reports missing wired prover tools as blocked. The boundary check excludes manifests and the ledger, and permits marked control fixtures of at most 20 lines.
Ledger records and audit
scripts/check-proof-ledger.sh, verification/proofs/LEDGER.json, verification/proofs/*/MANIFEST, verification/proofs/README.adoc, PROOF-STATUS.adoc, PROOF-NEEDS.adoc
The ledger gate validates theorem grades, source and recheck legs, artifacts, evidence, history and registry consistency. The ledger records XP-1 at Grade 3, with its Agda source leg proven and Rocq and Lean 4 recheck legs open. The manifests and documents describe the recorded status and check requirements.
Proof source checks and instrument controls
scripts/check-proofs.sh, scripts/proof-scan-dangerous.sh, tests/proofs/control/*, tests/proofs/run-controls.sh, tests/proofs/run-ledger-controls.sh
The prover-check script enforces manifest coverage and gated or quarantined outcomes. The dangerous-pattern scan checks proof files outside comments. Rocq and Lean controls test closed proofs and planted escape hatches. Ledger controls test expected audit refusals.
Recipe and CI integration
Justfile, .github/workflows/proof-ci.yml, .machine_readable/bot_directives/placement.a2ml
The Justfile adds proof gate recipes, delegates prover checks to scripts, and reports ledger status and grades. The workflow installs pinned tools and libraries, runs the gates and uploads available receipts. The placement declaration records the enforced checks and their stated scope.
Proof policy and recorded status
CLAUDE.md, PROOF-NEEDS.adoc, PROOF-STATUS.adoc, docs/decisions/*, docs/proof-debt.md, verification/proofs/README.adoc, verification/proofs/agda/EchoTyping.agda
The documents describe proof policy, gate requirements, XP-1’s Grade 3 Agda evidence, and the open Rocq and Lean 4 legs. The proof-debt register records the repository’s stated debt status. The Agda module comment limits its claim to the pipeline loss operations as Echo instances.

The description provides detailed scope, rationale, implementation changes, testing evidence, remaining blockers, and issue linkage. It does not use the template headings or include the formal RSR checklist and Screenshots section, but it is substantially complete and directly relevant.

Explanation

Issue #57 requires CI to build the Idris2, Agda, Lean 4 and Coq proof layers, and to SHA-pin setup actions. .github/workflows/proof-ci.yml runs just proof-witness-check, not the required full prover sweep. It installs Agda, Rocq and Lean, but it does not install or run Idris2. The Lean 4 and Coq manifests declare no proof modules, so ApiTypes.lean and TypeSafety.v are not built. The workflow uses actions/checkout@v7.0.1, which is a tag rather than a full commit SHA. It also configures Agda standard library v2.4, while #57 specifies stdlib 2.3.

Resolution

Add CI checks for just proof-check-idris2, just proof-check-agda, just proof-check-lean4 and just proof-check-coq, with the required proof modules registered and built. Configure the Agda check with stdlib 2.3 and registered echo-types. Pin actions/checkout and every setup action to a full commit SHA.

Full details: Out of Scope Changes check

Explanation

The changes to .machine_readable/descriptiles/NEUROSYM.a2ml, .machine_readable/integrations/verisimdb.a2ml and tests/e2e.sh change the Hypatia report format, the VeriSimDB feed schema and an API example from hexad to octad. These changes do not implement or test the proof-CI requirements in #57.

Resolution

Remove these metadata and API changes from this pull request, or move them to a separate pull request. Keep proof-CI changes and documentation that directly supports the proof checks.

Full details: Docstring Coverage

Explanation

Docstring coverage is 66.67% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 15 functions across 8 files. (7 skipped: 7 unsupported.)

Resolution

Write docstrings for the functions missing them to satisfy the coverage threshold.

Your team has set up Codex to review pull requests in this repo. Reviews are triggered when you

  • Open a pull request for review

Codex reacts with 👀 while any review is running, comments if it has suggestions, and reacts with 👍 once all reviews finish with no findings.

The hosted lane's first run went red inside `just proof-check-all`; raw
runner logs were not retrievable, so the failing error was invisible to
anyone reading the PR. Pipe the target's output through tee and, only on
failure, re-emit the tail as ::error:: annotations (and into the job
summary). Diagnostics only — the run is already red when this executes.

P2 Badge Strip Lean block comments before scanning

For an enrolled Lean file containing a block comment such as /- This proof contains no sorry. -/, this stripper leaves the comment intact, so the subsequent pattern search reports sorry and fails an otherwise valid proof. Since .lean files are explicitly scanned, handle Lean's /- ... -/ comments (and their nesting) before applying the banned-keyword patterns.

P1 Badge Enforce the effective without-K option

When an Agda file contains the required text only in a comment, or contains it in one pragma and later enables --with-K, this grep passes even though the proof is checked with K because the recipe invokes only agda --safe. Agda documents that --with-K overrides --without-K and is enabled by default, while --safe is a separate option, so such a proof can be certified contrary to the repository's K-free claim; reject --with-K and validate or enforce the effective option rather than searching raw text. P2 Badge Create the receipt directory before reporting success

When this script is invoked directly with a receipt under a directory that does not yet exist—as documented, and as just proof-scan-dangerous does on a clean checkout—the redirection fails, but the script lacks set -e and still exits 0. The caller therefore receives a successful scan with no requested audit receipt; create the parent directory or propagate the write failure before returning success.

Review comments at @.github/workflows/proof-ci.yml:
- Line 89: Pin the actions in the proof CI workflow to their verified full
commit SHAs, including actions/checkout and actions/upload-artifact, while
retaining version comments; configure actions/checkout with persist-credentials
disabled because subsequent steps do not require the checkout token.

Review comments at @scripts/check-proof-enrolment.sh:
- Around line 215-276: Update the per-prover census loop using prover_of_path so
enrolment rejects recognised proof sources that the matching Justfile recipe
will not discover. Validate each source against that prover’s recipe directory
and supported extension, including Agda literate files and sources outside the
expected subdirectory; keep valid enrolled sources on the existing census path.
- Around line 151-154: Update the disk_files enumeration to use git ls-files for
tracked files under PROOFS_DIR instead of find, so generated build files are not
treated as unregistered proofs. Preserve the existing exclusions for non-proof
files and sorting.

Review comments at @scripts/proof-scan-dangerous.sh:
- Around line 97-101: Update the zero-files-scanned branch in the proof scan
script to exit with code 1, matching its FAIL status and the established
contract for zero work. Keep exit code 2 reserved for BLOCKED results, and
update the referenced documentation or comment on line 20 to reflect the
corrected exit code.
- Around line 49-73: Update strip_comments to recognise the input file’s
extension and strip only that prover’s comment delimiters: Agda and Idris use --
and {- -}, Lean uses -- and /- -/, and Coq uses (* *) only. Ignore comment
markers inside quoted strings by removing or masking string literals before
processing comments, while preserving line positions for scan results.

…agda

First hosted run of proof-ci.yml reached the prover and failed both modules
with [ModuleNameDoesntMatchFileName]: Agda searched only CWD, the registered
defaults and its primitive library, so the proof directory was never an
include root and nextgen-typing.agda-lib was inert.

Pass --library=verification/proofs/agda/nextgen-typing.agda-lib (and fail if
the manifest is missing) so the manifest's include path and its
standard-library/echo-types dependencies are what Agda uses. No proof source
and no safety flag is touched: --safe stays, --without-K stays in the file
pragmas.

…t in CI

Run 2 showed --library expects an installed library *name*, not a path
(LibraryError). Derive the name from nextgen-typing.agda-lib itself and pass
--library=<name>, so drift between recipe and manifest fails loudly; register
the repo manifest alongside standard-library/echo-types/absolute-zero in the
lane's AGDA_DIR/libraries.

…eipts

PROOF-STATUS.adoc: add the guard table (enrolment gate, per-prover strictness,
banned-pattern scan, proof-ci lane), the real verification commands, and a
receipt table citing proof-ci run 41299544043 (green, sha 4c6b918) and the
failing first runs that exposed the [ModuleNameDoesntMatchFileName] defect.
Local run recorded as BLOCKED (no Agda), not as a pass.

verification/proofs/README.adoc: replace the false claim that CI enforces the
banned patterns via 'panic-attack assail --proofs-only' with the scripts that
actually run; document that an unlisted proof fails the enrolment gate.

PROOF-NEEDS.adoc: same correction, plus the proof-CI guard in References.

No proof source and no safety flag is touched.

P1 Badge Reject proof languages that have no prover wiring

When a registered Haskell or OCaml proof (*.hs or *.ml) is added under verification/proofs/, this fallback classifies it as a non-proof file, so enrolment neither requires a prover nor counts it toward the zero-work guard. Because the dangerous-pattern scanner also excludes these extensions and no recipe type-checks them, the existing Agda files can keep proof-check-all green even if the new proof contains the explicitly banned unsafeCoerce or Obj.magic; classify these as known-but-unwired, as is already done for Isabelle, or add complete prover and scanner coverage.

P1 Badge Require totality when checking Idris proofs

When an enrolled Idris proof omits %default total, this gate applies no Idris safety requirement and the recipe later invokes only idris2 --check, so a nonterminating definition such as empty2 : Void; empty2 = empty2 can type-check and prove anything without matching a banned keyword. Idris documents that non-total definitions are allowed by default and proofs should require totality; enforce --total during checking and reject source-level overrides such as partial/%default partial.

P1 Badge Include .lagda.md files in proof enrollment

When a literate Markdown Agda proof is added, this filter drops it as ordinary documentation before prover_of_path or the unregistered-file check sees it; the coordination-boundary guard likewise exempts *.md, while the Just recipe and dangerous-pattern scanner do not select *.lagda.md. Because the existing .agda files satisfy the zero-work guard, such a proof—including one containing a postulate—can remain entirely unregistered and unchecked while Proof CI passes.

P2 Badge Provision every prover accepted by the enrollment gate

When a registered .idr, .lean, or .v proof is added, the enrolment gate treats its prover as wired, but the hosted workflow installs only Agda and just; on a runner without idris2, lean, or coqc, the lane therefore stops as BLOCKED before it can check an otherwise valid proof. Either install and pin each prover that the gate accepts or classify those languages as unwired until their toolchains are provisioned.

P2 Badge Fail when the enrolment receipt cannot be written

When --receipt names an unwritable path or a parent directory that cannot be created, this line deliberately suppresses the creation error and the later redirection also does not stop execution because the script has no set -e; the script then prints receipt written and can exit 0 without producing the requested audit receipt. Propagate either failure instead of reporting a successful enrolment receipt.

P2 Badge Reject a missing --receipt argument

When the script is invoked as check-proof-enrolment.sh --receipt without a following path, ${2:-} becomes empty and shift 2 fails without consuming the option; because the script does not use set -e, the surrounding argument loop then repeats indefinitely instead of reporting invalid usage. Validate that a non-option argument exists before shifting; the identical parser in proof-scan-dangerous.sh needs the same correction.

…ripts and CI

<!-- coderabbit-ai-generated:v1 -->
Follows standards/3-practice/PROOF-POLICY.adoc and mathesis
`estate-mathematical-architecture` to the letter, examining only the Coq/Lean
witness state. The previous lane re-ran the estate's own "all four provers"
sweep; under §1/§2 that was the wrong shape. Agda is a theory proof's SOURCE
leg and Rocq + Lean are its RECHECK legs, so:

  * the Agda leg is RECORDED in verification/proofs/LEDGER.json (commit, run,
    pinned library assumptions) and audited for form — not re-derived;
  * the ledger audit and the declared recheck legs are what CI enforces.

Witness verdict, in the policy's own vocabulary:
  XP-1 kind=theory grade=3 (Agda only, not translated)
  agda: proven @ 4c6b918 (run 41299544043)
rocq: open — no witness; §2 wants transport (Dedukti/Lambdapi) or a
hand re-proof, with the statement comparison recorded
  lean4: open — no witness; no Mathlib, so a core-Lean re-proof
Grade 2i needs one proven leg, 2ii needs two plus a non-DTT leg (Agda/Rocq/
Lean are all DTT/CIC, so 2ii is unreachable from this family), Grade 1 needs
AXLE/coq-lsp/isabelle-server. None is established, and nothing here claims
  otherwise.

New:
scripts/check-proof-ledger.sh the policy gate: schema + closed §5 vocabulary,
grade supported by proven legs, artifact/MANIFEST/route/statement-
comparison/axiom bookkeeping for any claimed leg, no Mathlib, comment-
      aware escape-hatch scan, undeclared-axiom cross-check, manifest <->
ALLOWED_PROOFS <-> disk parity, witnesses on disk claimed by the ledger,
docs anchored to the ledger. Open legs print POLICY GAP and are never
      counted as verification.
scripts/check-proofs.sh the estate instrument, verbatim from mathesis
(missing toolchain = FAIL, unmanifested file = ERROR, a quarantined
module that starts compiling = ERROR).
  verification/proofs/LEDGER.json + per-prover MANIFESTs
tests/proofs/run-controls.sh §7 both ways: closed Rocq/Lean proofs must be
      accepted (Print Assumptions "closed", #print axioms "no axioms");
`Admitted`/`sorry` controls, a grade with no leg behind it, and a witness
planted on disk must all be rejected. No prover here => BLOCKED, exit 2.

CI (.github/workflows/proof-ci.yml): pins Rocq 8.18 and Lean 4.15.0, runs the
controls, then `just proof-witness-check` (enrolment + banned-pattern + ledger
audit + declared Rocq/Lean legs), then the Agda source leg, and announces every
policy gap as a warning. A zero-work guard fails if a leg is recorded proven with
no gated module. No continue-on-error, no skip-on-missing-tool.

Gates widened, not weakened: MANIFEST/LEDGER.json are excluded from the
proof registries (they are the gates' inputs, not proofs) in both
check-proof-enrolment.sh and check-coordination-boundary.sh; the latter allows
tests/proofs/control/* only if each fixture declares itself and stays <= 20
lines. The ledger gate's unclaimed-witness check no longer degrades silently in
a tree without .git.

Docs: PROOF-STATUS.adoc re-anchored to the ledger (the "1 of 1 done" figure is
withdrawn — it inflated a single-prover proof into a finished one), PROOF-NEEDS
and verification/proofs/README updated to the §5 vocabulary and the MANIFEST
format.

Local receipts: enrolment --static-only PASS, ledger gate PASS (1 theorem,
2 sources, 0 proven legs, 2 policy gaps), boundary PASS, banned-pattern PASS,
justfile parses; coqc/lean absent here, so the compile legs and the controls
are BLOCKED locally and must be proven in CI.

Co-authored-by: arena-agent <297053741+arena-agent@users.noreply.github.com>
The runner log and the receipts artifact are not retrievable from every client
(both redirect to blob storage), so the evidence that the instrument actually
ran was only inferable from a green step. Emit the census and the control count
as ::notice:: annotations, which the check-run API serves.

Local: ledger gate PASS, notice reads '1 theorem(s), 2 proof source(s),
0 proven recheck leg(s), 2 policy gap(s)'.

P1 Badge Require proven legs to use gated manifest entries

When a ledger leg is marked proven but its artifact is listed as quarantine, this check still accepts the MANIFEST row because it only searches for the basename. check-proofs.sh then treats a compilation failure as expected for that quarantine and exits 0, so CI can award Grade 2i/2ii to a witness that does not compile; this is reproducible with a broken Coq module. Require the matching manifest entry to have status gated and match the artifact path.

P1 Badge Reject proven legs for unwired provers

When a non-DTT leg uses a prover outside these cases, such as Isabelle, this branch leaves mdir empty and skips every manifest and prover check, although the grade calculation still counts that proven leg toward Grade 2ii. The ledger accepts, for example, an ordinary .adoc file as a proven Isabelle artifact, while proof-witness-check only invokes the Coq and Lean checkers. Reject unwired proven provers or add a checker and manifest for each accepted prover.

P1 Badge Require Grade 3 theories to have a proven Agda source

For a theory theorem claiming Grade 3, changing .source.prover to lean4 and .source.status to open still makes this gate exit successfully: this block only requires Rocq and Lean leg rows, and the later source-evidence validation runs only when the source already claims a proven status. Because Grade 3 is defined here as type-checking in Agda, require every Grade 3 theory to have an Agda source with status: proven before accepting it.

P1 Badge Query kernel assumptions for each proven witness

When a gated Coq witness imports an axiom rather than declaring Axiom in the artifact—for example, a proof using Classical_Prop.classic—coqc returns success and the ledger's source-text scan sees no declaration, so the leg can claim status: proven with an empty axiom list and count toward Grade 2i/2ii. This contradicts PROOF-STATUS.adoc lines 80-86, which require Print Assumptions or #print axioms as the evidence of closure; the controls query only their fixtures, not real manifest witnesses. Run the relevant kernel query for every proven witness and compare its result with that leg's recorded axioms.

P2 Badge Check documented grades per theorem

As soon as any theorem has one proven leg, proven_total becomes nonzero and this condition disables the documentation overclaim check for the entire ledger. In a multi-theorem ledger, one legitimate Grade 2i theorem therefore lets PROOF-STATUS.adoc claim Grade 2 or Grade 1 for another theorem whose legs remain open without failing the audit, despite this section's stated purpose. Compare each theorem's documented grade with its own ledger grade instead of gating the check on the repository-wide total.

P1 Badge Verify Grade 1 receipts through the declared API

For a theorem with one proven wired leg, setting grade to 1 and adding api_receipt: {"api":"not-a-real-checker"} makes this test pass because it only counts nonempty api fields. Nothing in the workflow invokes AXLE, coq-lsp, isabelle-server, or validates any receipt fields, so the repository can claim its highest grade while still using the ordinary compiler path; this is reproducible with a proven Coq leg and an arbitrary string. Reject Grade 1 until a supported checker API is actually run and its verifiable receipt is validated.

P1 Badge Require Agda sources to be claimed by the ledger

When a registered, gated .agda source is added to the Agda MANIFEST but omitted from every theorem's .source.files, enrolment succeeds, the source can compile, and this ledger audit still passes because the reverse artifact census only examines the coq and lean4 directories. I reproduced this with a safe Extra.agda: the receipt reported three proof sources scanned while the sole ledger theorem still claimed only the original two. Include Agda sources in the reverse census so an unclaimed source cannot remain outside the theorem and grade record.

Useful? React with 👍 / 👎.

The previous commit recorded XP-1 as Grade 3 with both recheck legs open. This
one makes the rung *below* the gap as explicit as the gap itself, and puts the
rungs either side of it under the gate.

What the grade now rests on (each item checked against the tree, not asserted):

  * named declarations — statement_anchor/statement_formal pin TP-ECHO-1..3 in
EchoTyping.agda and record their types; the gate re-reads the file
whitespace-normalised and fails if a recorded type is no longer there, so a
    moved statement cannot leave a stale record behind;
  * flags in force — the gate reads the {-# OPTIONS #-} pragmas out of the proof
files AND the CLI flags out of scripts/check-proofs.sh, and requires the
ledger's safety_flags to equal their union. Drop or add a flag and the run
    goes red;
  * the §5 deviation — mathesis §5 names '--safe --erasure' or 'Full --cubical'
for grade 3; this proof runs '--safe --without-K --cubical-compatible',
which is neither. The grade stays 3 (Agda alone, safe, untranslated) but the
difference is recorded in grade_deviation, and the gate requires that field
    whenever the flags are not a named configuration;
  * 'no postulates' — now evidenced by a mechanism (--safe + the comment-aware
    scans) in escape_hatch_evidence, not asserted.

The rungs either side:

  * 2i needs exactly one proven recheck leg. `just proof-grade` prints the delta
straight from the ledger; PROOF-STATUS carries the runbook, including what
will NOT be accepted (Mathlib, exit-code-only evidence, a grade raised while
    the legs stay open);
  * 2ii still needs a non-DTT leg, which Rocq + Lean cannot supply;
  * 1 still needs an AXLE/coq-lsp/isabelle-server receipt.

Regressions and supersession (mathesis §6) are now checked: every history entry
needs date/target/from/to/evidence, the LAST entry for a target must equal that
target's current value (so a downgrade cannot be quietly applied and a record
cannot be quietly dropped), and a transition to a weaker state needs a reason.
An honest, evidenced regression passes — control 7 pins that.

Controls split into two halves: run-ledger-controls.sh (15 expectations, no
prover needed, runs everywhere) and the kernel half in run-controls.sh (5).
Planted: grade with no leg, contradictory history, unjustified regression, flag
drift, statement drift, missing escape-hatch mechanism, unrecorded deviation,
non-existent anchor, ghost source file, unclaimed witness — each refused for the
stated reason.

Local: enrolment --static-only PASS, ledger gate PASS (1 theorem, 2 sources,
0 proven legs, 2 policy gaps), boundary PASS, banned-pattern PASS, 15/15
ledger-form controls PASS, `just proof-grade` renders the ladder. The kernel
half needs coqc/lean, which are absent here: BLOCKED, proven in CI.

Review comments at @PROOF-STATUS.adoc:

describe `just proof-ledger-check` as checking for mentions of `LEDGER.json` and
theorem IDs, not as detecting all disagreements between the page and ledger.
- Around line 146-148: Update the `just proof-check-*` exit-code entry to state
that a missing prover exits 1, matching `scripts/check-proofs.sh`; reserve exit

- Around line 224-228: Update the changelog entry’s hosted CI claim to name the
commands actually run, proof-witness-check and proof-check-agda, and clarify

Review comments at @scripts/check-coordination-boundary.sh:
- Line 53: Update the exemption pattern in the coordination boundary check so it
skips only paths ending in LEDGER.json, not every JSON file; preserve the
existing MANIFEST exemption.

Review comments at @scripts/check-proof-ledger.sh:
- Line 249: Update the TSV serialization and corresponding read loops in the
proof-ledger check to use a non-whitespace delimiter consistently, preserving
empty fields so `compared`, `status`, and other values remain assigned to the
correct variables. Add a control in `run-controls.sh` with a proven leg whose
`statement_compared` is null, and verify the gate rejects it.
- Around line 80-95: Update scan_escape_hatches so its comment stripper selects
line and block comment delimiters by file extension for Agda/Idris, Lean, Coq,
and TLA files, and tracks string-literal state before scanning comments so
delimiters inside strings cannot change comment state. Keep this as a local
change to the existing scanner.
- Around line 105-112: Update `scan_declared_axioms` to recognise Rocq plural
declaration keywords and supported attribute or visibility prefixes, as well as
Lean `private`/`protected` and attribute-prefixed axioms. Update the
corresponding name extraction in `scan_one` to strip these prefixes and extract
every declared name, so each name is checked against the ledger.

Review comments at @scripts/check-proofs.sh:
- Around line 175-176: Update the final RESULT reporting in the proof-check
script to distinguish zero listed modules from a successful compilation: when
listed is empty, report NO WORK and state that nothing was compiled; retain the
existing PASS result when modules were listed and checked. Apply the same
truthful no-work reporting to the no-MANIFEST path without changing its
successful exit status.

The change documents that string-literal delimiters are treated as comments. The behaviour is unchanged. A string that contains {- or (* can still hide a later postulate or Admitted, so the scan can report a clean result. The earlier comment on this function already describes the fix. Select the comment syntax by file extension and mask string literals first.

Verify the Lean archive against a fixed SHA-256 digest.

The Lean step records the archive digest but does not check it. The version grep checks only the printed version string, so a substituted archive that prints the pinned version would still be extracted and executed. The Agda archive already has a fixed digest in AGDA_LINUX_SHA256. Add the same check for Lean.

Set LEAN_LINUX_SHA256 to the digest of the official lean-4.15.0-linux.tar.zst release asset. Take the value from a trusted download. The check fails until the placeholder is replaced.

Align the ledger synchronisation claim with the implemented check.

The page states that any disagreement with LEDGER.json makes just proof-ledger-check fail. The gate only checks that this page mentions LEDGER.json and each theorem ID. It does not compare leg statuses, blockers, receipts, or most grade details. A page change such as Rocq — proven can therefore pass while the ledger still records open. Either extend the gate or narrow this statement. (raw.githubusercontent.com)

Widen the declared-axiom detection and its name extraction together.

The patterns miss valid axiom declarations. The undeclared-axiom check in scan_one never receives these lines, so an undeclared axiom can pass the gate.

  • Rocq: Axioms A B : Prop. uses the plural keyword. Parameters and Conjectures are also missed. Prefixed forms such as Local Axiom and #[local] Axiom are missed because the keyword must start the line.
  • Lean 4: private axiom and @[attr] axiom are missed because the pattern anchors axiom at line start.

Change the sed name extraction in scan_one with these patterns. The current expression matches only the bare keywords, so it does not remove the new prefixes. It also captures only the first identifier. A plural declaration such as Axioms A B : Prop. declares several names, and each name must be checked against the ledger. If only the patterns change, a declared axiom in a new form fails as undeclared.

P1 Badge Require proven sources to be gated

When a ledger source is marked proven but its Agda MANIFEST entries are changed to quarantine, this audit only verifies that the files exist. proof-check-agda then treats type-check failures as expected quarantine failures, so CI can stay green while Grade 3 rests on broken Agda sources. I reproduced this by quarantining both current Agda entries and using a failing Agda invocation: both the ledger audit and checker exited 0. Require every source file supporting a proven grade to have a matching gated MANIFEST entry.

P1 Badge Bind each recorded type to its declaration

When an anchored Agda declaration changes to another valid type but the old type still appears elsewhere in a source file, this substring search accepts the stale ledger statement. That condition already arises naturally for TP-ECHO-1, whose recorded type also appears on the underlying affine-subtyping-forgets declaration, so TP-ECHO-1 can be changed without triggering the statement-drift gate. Extract and compare the type belonging to decl_name rather than searching the entire file.

P2 Badge Permit both required DTT legs at Grade 2i

When both policy-required Rocq and Lean recheck legs are eventually proven, this exact-count condition rejects Grade 2i because $proven is 2, while Grade 2ii is also rejected because both legs remain in the DTT/CIC family. The ledger therefore has no valid grade for completing the two rechecks that PROOF-POLICY §2 requires. Grade 2i should tolerate additional proven legs that do not establish the non-DTT diversity required for Grade 2ii.

P1 Badge Exclude the source prover from Grade 2i legs

When an additional ledger leg is marked proven with prover: agda, this selector counts it as the one independent recheck needed for Grade 2i even while the required Rocq and Lean legs remain open. I reproduced this by pointing the added leg at the existing gated EchoTyping.agda; the audit accepted Grade 2i and simultaneously reported both actual rechecks as policy gaps. Restrict grade-bearing recheck legs to systems independent of the theorem's source prover.

Useful? React with 👍 / 👎.

## Proofs and verification

It decides *where* a proof lives: theory → **Agda**, rechecked in **Rocq and
Lean** (§2, with the canonical invocation in §2.1); engineering/ABI → **Idris2**;
Rust → Creusot, Ada → SPARK. A gate that enforces it must be verified **both
ways** (§7): it passes conforming input *and* fails a planted violation.

This comment repeats the earlier review comment. scripts/check-proofs.sh exits 1 for a missing prover. Exit 2 (BLOCKED) belongs to the enrolment gate and the controls.

Synchronise the remaining routing references with tropical-types.

AGENTS.adoc and PROOF-NEEDS.adoc still use tropical-resource-typing, while the authoritative routing table already uses tropical-types. Update both references so the agent guidance and proof-routing documentation do not send work to the former repository name.

Suggested fix
- |`+tropical-resource-typing+`
+ |`+tropical-types+`

Apply the same replacement to AGENTS.adoc:71 and PROOF-NEEDS.adoc:70.

Update the remaining repository routing references in AGENTS.adoc and
PROOF-NEEDS.adoc to use the same current repository name as the authoritative
routing table, so both documents direct work consistently.

P1 Badge Reject proven legs without a wired compiler

When a Grade 2 ledger records proven Isabelle, SMT, TLA+, or unknown-prover legs, this default branch leaves mdir empty and skips all manifest/compiler validation; proof-ci.yml compiles only Rocq and Lean, and its zero-work guard ignores every other prover. A Grade 2ii ledger with proven Isabelle and SMT rows pointing at an existing unrelated file can therefore pass without either proof system running. Reject unwired proven legs or add a compile/verification recipe before allowing them to contribute to a grade.

P1 Badge Query assumptions for every compiled witness

When a Rocq witness imports and uses an axiom declared in another module, coqc still succeeds and the lexical ledger scan sees no declaration in the artifact, so axioms: [] is accepted. The controls themselves note that a compiler exit code is not evidence of a closed proof and use Print Assumptions, but actual witnesses only take this compile path. Run Print Assumptions (and Lean's #print axioms) against each recorded declaration and compare its output with that leg's ledger entry.

P2 Badge Match the Coq admit. escape hatch

For a Coq source containing admit., the final \b is evaluated between the non-word dot and the following non-word whitespace/end-of-line, so this alternative never matches. I verified that proof-scan-dangerous.sh --scan-file reports such a file clean despite the script explicitly listing admit. as a banned Coq marker. Put the boundary before the literal dot or match admit as a keyword.

P2 Badge Compare documented grades after the first proven leg

Once any theorem has a proven recheck leg, proven_total is nonzero and this entire documentation-grade check is skipped. A theorem recorded at Grade 2i can therefore be described as Grade 1 in PROOF-STATUS.adoc, and in a multi-theorem ledger a proven leg for one theorem also masks an unsupported claim for every other theorem. Compare each theorem's documented grade with its own ledger grade instead of checking only the repository-wide zero-proven case.

P2 Badge Verify waiver exception records before accepting them

A waiver's record is accepted solely for being nonempty, so a required Rocq or Lean leg can use a value such as does-not-exist and the ledger still passes; the leg satisfies the required-prover presence check while its waiver removes it from status and artifact validation. This permits an unrecorded exception to disable a policy obligation. Require the value to resolve to an actual approved exception record and bind that record to the stated obligation and tool.

P2 Badge Require the dedicated proof-debt register

When docs/proof-debt.md is deleted, this loop silently selects PROOF-NEEDS.adoc, so the scan still passes even though that file is not the required disposition register. This contradicts both PROOF-NEEDS.adoc and the control's stated invariant that an absent proof-debt register must fail; the control misses the defect because it deletes PROOF-NEEDS.adoc along with the real register. Require docs/proof-debt.md/.adoc specifically, or validate that any fallback actually contains the required debt dispositions.

The automation that edited this branch (d912b78, f2ba299, 4c1cbc4, f64b641)
removed a name from the section-4 read list. That is the field-shift bug this
branch exists to remove, arriving from the other direction: with the extra name,
every field after the seventh slid one place left, `blocker` was always empty,
and the "an `unavailable` route must say what is missing" rule fired on *every*
`unavailable` leg rather than on the undocumented ones. Control 24 was satisfied
by that accident — its fixture set the route but left the leg's existing blocker
in place, so the rule had nothing real to catch.

Two corrections, both toward the rule meaning what it says:

* the read list now has nine names for nine emitted fields, in order, named for
what they receive (`reproof_reason` and not `reproof`), with a comment saying
  why the count matters;
* control 24's fixture deletes the blocker as well as setting the route, so the
control passes only when the gate refuses genuinely silent `unavailable` legs —
and control 25 (route `unavailable` carrying `proven`) still shows the other
  half of the rule.

All 34 controls pass, the ledger gate is green, the escape-hatch scan is clean and
the estate trusted-base checker reports core_undocumented=0.

…v0.0.3

`lint-workflows` has been red on every run of this branch, and it was red for a
reason unrelated to the proof work: the step downloaded gh-actions-lock v0.1.6,
whose bundled lockfile reader stops at schema v0.0.2, while
`.github/workflows/actions.lock` is written at v0.0.3. The tool aborted with

opening lockfile: reading .github/workflows/actions.lock: line 4, column 10:
lockfile version v0.0.3 is newer than this binary supports (v0.0.2)

i.e. exit 2, a hard error, not a coverage finding. The same step passes in
echidna and proof-burrower, which no longer carry a private pin.

The pin now names v0.4.0, which bundles actions-lockfile go v0.0.6 and reads
v0.0.3, and its sha256 (f9da98f2…4842) is the digest GitHub publishes for that
release asset — the same cross-check the v0.1.6 pin passed (4181ec1d…f4e3
matches the published digest exactly, so the checksum half of the step was never
the problem). The gate itself is unchanged and still hard-fails on any coverage
gap; only the reader is current.

Coverage was confirmed against the lock by hand before pushing: every non-local,
non-reusable `uses:` in .github/workflows/ has both a workflow-list entry and a
dependency pin, and every nested `uses:` inside a pinned action is itself
pinned. Regenerating the lock with the current tool remains the estate
preferred route (standards scripts/update-actions-lock.sh, the one
implementation echidna and others now delegate to); until this repo's
governance.yml actually dispatches, keeping a local pinned step is the honest
option, because dropping it would leave the lock unchecked.

SonarCloud's quality gate is red on this PR for two new vulnerabilities, both
githubactions:S6506 ("Not enforcing HTTPS here might allow for redirections to
insecure websites") at proof-ci.yml:150 and :187 — the Agda and Lean archive
fetches. Both passed a URL held in a variable to `curl -fsSL`, so the analyser
cannot see a scheme at the call site and a redirect is free to downgrade the
transfer to clear text.

Since the artefacts behind those URLs are the interpreters that produce every
Agda/Lean receipt in the ledger, the transport is part of the evidence. Both
curls now carry the literal https URL at the call site and pin the protocol with
`--proto '=https' --proto-redir '=https' --tlsv1.2`: neither an initial nor a
redirected hop can be plaintext. The unused URL variables are gone, so nothing
in the step is dead.

Behaviour is otherwise unchanged — same URLs, same sha256 assertion for Agda,
same recorded archive identity for Lean, same version assertions afterwards.

… register

Two defects in the escape-hatch scan, both of the "gate that cannot fire"
kind, both found by review of this branch.

1. `admit.` was listed as a banned marker but could never match. The
alternation is closed by a trailing `\b`, and the full stop in `admit.` is a
non-word character, so the dot and the boundary exclude each other. The
marker is now written bare (`admit`): `\b` still holds on both sides, so
prose such as "admits" is not caught, and tests/proofs/control/PlantedAdmit.v
exists so the alternative stays reachable. That fixture is the difference
between a pattern that is documented and a pattern that works — the same
lesson as control 24, one layer down.

2. The register lookup fell back to PROOF-NEEDS.adoc, so deleting
docs/proof-debt.md still produced a pass, and the control that was supposed
to catch it deleted PROOF-NEEDS too — passing, once again, for the wrong
reason. Only docs/proof-debt.md/.adoc now count as the register, and control
30 deletes the register and nothing else, leaving PROOF-NEEDS in place so the
   fallback cannot come back unnoticed.

Controls: 35 expectations, 0 violations (was 34). The repo's own scan is clean,
the register is still docs/proof-debt.md, and Control.v/Control.lean remain
false-positive free.

The per-leg loop mapped a prover to its MANIFEST directory and left it empty for
anything outside rocq | lean4 | agda | idris2. An empty mapping skipped every
remaining check, so a Grade 2 ledger could record `prover: isabelle`,
`status: proven`, point `artifact` at any file that happens to exist, and the
leg would count towards a grade with no proof system having run. That is the
silent skip this lane forbids, arriving through the default branch instead of a
flag.

A leg naming a prover outside the wired set is now a failure that says which
provers are wired, because scripts/check-proofs.sh implements idris2, lean4,
agda and coq and nothing else. Adding a prover is a deliberate act: give it a
compile recipe and add it here.

Control 36 plants exactly that ledger: isabelle, proven, a real file on disk, a
recorded statement comparison. The gate refuses it and names the reason; the
existing open Rocq and Lean legs are untouched and the lane stays green.
Controls: 36 expectations, 0 violations.

…oved silently

§4 of PROOF-POLICY wants a waiver to "point at the exception record". The gate
only asked that the field be non-empty, so `record: does-not-exist` passed: the
required-prover presence check was satisfied, and the waiver then took that leg
out of the status and artifact rules. An unrecorded exception could switch off a
policy obligation with one plausible-looking word.

A record is now `<path>[#<anchor>]` inside this repository and it has to
resolve: the path must exist, an anchor must actually occur in the cited file,
and the file must name the waiver's tool. A ruling made outside the repository
belongs in a file here that cites it — which keeps the citation readable offline
and diff-reviewable, which is the point of citing it at all.

PROOF-STATUS.adoc gains the `=== Waivers` section that a record would cite. It
states the position plainly: no waiver is claimed for XP-1, because §4 waives a
leg the prover cannot *express*, not a leg the estate has not built yet. That the
section exists before the first waiver is deliberate — it is what makes
`PROOF-STATUS.adoc#waivers` a resolvable citation rather than a promising-looking
string.

Controls 26 (conforming waiver accepted and printed), 37 (record names no file)
and 38 (anchor absent from the cited file) cover the three outcomes. 38
expectations, 0 violations.

…tory-wide

The documentation rule only ran when *no* theorem had a proven recheck leg. One
proven leg anywhere therefore switched the comparison off for every theorem: a
ledger row at Grade 2i could be described as Grade 1 in PROOF-STATUS.adoc, and in
a multi-theorem ledger a single proof masked every other claim.

The gate now reads the summary table's grade cell for each theorem id and
compares it with that theorem's own ledger grade, in both directions — the page
is a summary of the ledger, so a mismatch either way is drift (mathesis §11: name
the gap; §6: the ledger wins). A theorem with no readable grade row is also a
failure, because a page that stops stating a grade is not a summary.

Control 39 copies the repo, raises XP-1's documented grade to 2i against a
ledger that records 3, and requires the refusal to name the disagreement. 39
expectations, 0 violations.

…eps holding

tests/proofs/control/ may hold only tiny self-declaring controls: a header
containing "INSTRUMENT CONTROL" and at most 20 lines. PlantedAdmit.v arrived
with a header that described the defect but did not carry the marker, so
coordination-boundary refused it — correctly, since an undeclared fixture is
proof code escaping the boundary.

The header now declares itself in the estate's words, at 11 lines, and the
scan still rejects the file. Boundary, full-repo scan and the estate
trusted-base checker all pass: 3 core markers, all exempted by path, none
undocumented.

…trument

Each of these let a run look green without doing the work it claimed.

* check-proofs.sh — an unrecognised MANIFEST status was read as `quarantine`,
so a misspelt `gatde` turned a broken module into an *expected* failure. Only
`gated` and `quarantine` are statuses now; anything else fails before
  compilation and says why.
* check-proofs.sh — the toolchain probe ran before the "is there any work?"
question, so `proof-check-idris2` demanded Idris2 in a repository with no
Idris proof (and made `proof-check-all` impossible on a machine with no reason
to carry every prover). Nothing to compile now exits 0 first; a toolchain
missing while work exists is still fatal, never a skip.
* check-proof-ledger.sh — a `dependency-pin` assumption with neither `version`
nor `commit` satisfied the trust-base rule while pinning nothing; deleting the
Agda version left the audit green. Control 40 plants exactly that.
* proof-scan-dangerous.sh — the receipt redirect could fail silently (the
Justfile passes target/proof-receipts/..., which does not exist on a fresh
checkout), so the scan exited 0 with the evidence it advertises missing. The
  directory is created up front and a receipt write failure is now a failure;
the three write sites share one helper so they cannot diverge again.

Also: `.trusted-base-ignore` and `docs/proof-debt.md`/`.adoc` now trigger the
proof lane. They are scanner *policy* inputs — the exemption list and the
required register — so a change to either changes what the gate means, and it
should have to run the gate. And the debt register names all four planted
fixtures, including PlantedAdmit.v, and says plainly that the two closed
fixtures are exempted only because the exemption is by directory.

Controls: 40 expectations, 0 violations.

…the API rejects

The escape-hatch scan removed `(* … *)`, `{- … -}`, `--` and `//` from every
file regardless of language. That is wrong in the direction that matters: `(*`
is a comment in Coq and TLA+ but ordinary text in Lean, so a Lean file with
`(* Axiom foo : False *)` had the axiom read as commented out and the scan
called it clean. The delimiters now come from the extension — Agda and Idris2
take `--` and `{- -}`, Lean takes `--`, `//` and `/- -/`, Coq takes `(* *)` and
nothing else, TLA+ takes `\*` and `(* *)`.

Two smaller corrections in the same function: double-quoted strings are masked
before comment delimiters are looked for (a `"--"` inside a string is text, and a
banned word inside a string is not code), and an unknown extension is scanned
raw rather than guessed at — stripping nothing can only cause a false positive,
which someone fixes, while guessing a syntax can hide an escape hatch, which
nobody sees again. Only double quotes are masked: `'` is part of an ordinary
identifier in Agda and Idris2.

Controls 41 and 42 pin both directions with new self-declaring fixtures:
PlantedLeanBlockText.lean must be refused, and ControlCommentAxiom.v — a real
Coq comment that mentions Axiom and admit — must be accepted. 42 expectations, 0
violations.

Also, from review: the commented-out VeriSimDB example in tests/e2e.sh posted
`{tool, modality, content}`, but `OctadRequest` is `deny_unknown_fields` over
{title, body, embedding, types, relationships, tensor, provenance, spatial,
metadata}, so anyone who uncommented it got 422. The example now posts title and
body and says why. And the checkout in proof-ci.yml no longer persists the job
token: nothing in the lane pushes, and its one clone is of a public library.

Co-authored-by: arena-agent <297053741+arena-agent@users.noreply.github.com>
The page said kernel queries are the only accepted evidence that a compiled
witness is closed, which is true, and left open whether the lane runs them over
the witnesses it compiles. It does not, yet: it compiles what a MANIFEST gates
and audits the ledger's recorded axiom lists, and the queries are exercised on
the control fixtures. An axiom imported from another module would not be caught
by the compile step.

That is now written down, with the shape of the fix and issue #131, rather than
being a property a reader has to infer from a green run.

Review pass, and what changed

Everything below is on the branch; the control suite went 34 → 42 expectations
(all passing) and every item was fixed by making the instrument stricter, never
by relaxing a rule.

From CodeRabbit

  • check-proofs.sh — unknown MANIFEST statuses are now refused. A misspelt
gatde used to fall into the else branch and be read as quarantine, so a
broken module became an expected failure.
  • check-proof-ledger.sh — the delegated-scanner fail-open (exit > 1) was already
closed before this pass; the read variable list is back to nine names for nine
jq fields (reproof_reason restored), which was the field-shift bug that made
    the "silent unavailable" rule unfirable.
  • proof-scan-dangerous.sh — strip_comments now picks comment syntax from the
extension: (* *) is a comment in Coq and TLA+ and ordinary text in Lean, so
one shared list could hide a Lean axiom. Double-quoted strings are masked before
delimiters are matched; an unknown extension is scanned raw (strip nothing ⇒ at
worst a false positive). Controls 41/42 pin both directions.
  • proof-scan-dangerous.sh — admit. was listed but unfirable (. and \b
exclude each other). Now admit, with PlantedAdmit.v and control 35.
  • proof-scan-dangerous.sh — the register lookup no longer falls back to
PROOF-NEEDS.adoc, and control 30 deletes only the register, leaving
PROOF-NEEDS.adoc in place so the fallback cannot return unnoticed.
  • proof-scan-dangerous.sh — the receipt directory is created up front and a
receipt write failure is a failure; the three write sites share one helper.
  • docs/proof-debt.md — names all four planted fixtures and says the two closed
fixtures are exempted only because the exemption is by directory.
  • tests/e2e.sh — the commented example posted {tool, modality, content};
OctadRequest is deny_unknown_fields over {title, body, …}, so it would
    422. Now posts {title, body} and says why.
  • CLAUDE.md — no AGENTS.md exists in this repository, so there is no drift to
    sync.
  • Action pins: kept as tags, deliberately. This repository's convention is
gh-actions-lock: actions.lock records the commit behind every tag and
--verify checks provenance in CI (it was red for an unrelated reason — the
pinned client v0.1.6 cannot read lockfile v0.0.3 — and now runs v0.4.0). SHA
pins written by hand would drift from that lock and fail the check. The
persist-credentials: false half was taken: nothing in the lane pushes.

From Codex

  • Unwired provers — fixed. A proven leg for a prover check-proofs.sh has no
recipe for is refused and names the wired set; control 36 plants an isabelle
leg pointing at a real file.
  • Waiver records — fixed. record must be <path>[#<anchor>] in this repo, the
path must exist, the anchor must occur in it, and the file must name the tool.
    Controls 26/37/38. PROOF-STATUS.adoc gained the === Waivers section a
record would cite, stating that no waiver is claimed.
  • Per-theorem documented grades — fixed. The gate reads the summary table's grade
cell per theorem and compares it with that theorem's own ledger grade; control
39 raises the documented grade and requires the refusal.
  • dependency-pin with no version/commit — fixed, control 40.
  • check-proofs.sh toolchain probing before the "is there work?" question —
fixed; proof-check-idris2 no longer demands Idris2 in a repository with no
    Idris proof.
  • Not fixed, and filed as proofs: query assumptions for every compiled witness, not only the controls #131: Print Assumptions / #print axioms against
every compiled witness. The lane compiles witnesses and audits the ledger's
recorded axiom lists; an axiom imported rather than declared would not be
caught by the compile step. The fix needs per-declaration plumbing; PROOF-STATUS.adoc
now says exactly what the lane does and does not query, and points at proofs: query assumptions for every compiled witness, not only the controls #131, so
a green run cannot be read as more than it is.
  • Proof-lane triggers now include .trusted-base-ignore and
docs/proof-debt.md/.adoc: they are scanner policy inputs, so changing
them has to run the gate.

P1 Badge Require the claimed artifact to have gated status

When a prover manifest contains another gated module, a proven leg's own artifact can be marked quarantine and still satisfy this basename-only lookup. check-proofs.sh then treats that artifact's compilation failure as expected, while the workflow's zero-work guard sees the unrelated gated module, allowing the failing artifact to count toward Grade 2. Parse the matching manifest row and require its exact root/path and status to identify this artifact as gated.

P1 Badge Validate the API receipt instead of counting its field

For a Grade 1 theorem, values such as "api_receipt": {"api": false} or an empty string still produce a one-element jq array, so this check accepts the highest grade without any verified-checker API receipt. Require a supported API identifier and validate the associated run/receipt evidence rather than treating every non-null value as proof that the API check occurred.

P2 Badge Bind each recorded type to its declaration name

This search only establishes that each recorded type occurs somewhere in a source file; it does not verify that it belongs to decl_name. Swapping the recorded types of TP-ECHO-1 and TP-ECHO-2 still makes the ledger gate exit successfully, so later recheck legs can be compared against a mislabeled statement. Match the declaration name and its following type together.

P2 Badge Track nesting depth while stripping block comments

Lean, Agda, and Coq permit nested block comments, but the first closing delimiter here always clears the single block flag. In a valid outer comment containing an inner comment, text after the inner close is consequently scanned as code; for example, a prose mention of sorry there makes the proof gate reject an otherwise valid Lean file. Increment and decrement a nesting counter for languages whose block comments nest.

P2 Badge Require the closed Lean control to exit successfully

When Control.lean prints the expected axiom message and then encounters an error, the command substitution returns nonzero but the script continues because it does not use set -e, and this grep still records K4 as successful. A malformed control with invalid syntax after #print axioms can therefore count as the positive kernel check even though Lean rejected the file; capture the exit status and require both status 0 and the expected output.

P1 Badge Require every source file to be a gated manifest input

The source-leg audit checks only that each path exists, so .source.files can point to an Agda file outside verification/proofs/agda/MANIFEST that the compiler lane never sees. I replaced the source list with a deliberately invalid .agda file containing the recorded flags, anchors, and type text, and the ledger gate still exited 0 while the later Agda step would compile the unrelated manifest files. Require each source path to resolve to its exact gated manifest row and registry entry before allowing it to support Grade 3.

@hyperpolymath Thanks for the detailed update. I’ll re-review the updated changes, with particular attention to:

  • Fail-closed behaviour and the added controls.
  • Language-specific scanner handling.
  • Ledger, waiver and dependency-pin validation.
  • Action-lock verification and proof-lane triggers.

I’ll assess the imported-axiom gap tracked in #131 separately from the reported fixes. A green proof lane must not imply independent-kernel verification while XP-1’s recheck legs remain open.

## ⛔ STOP — `nextgen-typing` is a COORDINATION repo, not a code repo

**If you are about to add implementation code or a single-project proof here:
stop and put it in the owning repo instead** (table below). Adding project code
to this repo is the single most common mistake agents make here, and CI will
reject it (`scripts/check-coordination-boundary.sh`).

Already reviewed the last commit. Use @coderabbitai full review to rerun a review of the entire changeset.

Note: CodeRabbit is an incremental review system and does not re-review already reviewed commits. This command is applicable only when automatic reviews are paused.

Three corrections from re-review, all small and all in the same direction — a
citation that resolves, and a comment syntax that does not eat code.

* `//` is not a Lean comment. `{ n // n = 0 }` is subtype notation, so treating
`//` as a line comment truncated the line and could hide anything after it.
  Lean now takes `--` and `/- -/` only. PlantedLeanSubtype.lean puts a `sorry`
behind subtype notation on one line, and control 43 requires it to be found.
* Control 41 now distinguishes a finding from a failure to scan: it demands exit
1 *and* a FAIL line, and treats a missing fixture or a BLOCKED scanner as a
violation. A control that passes on any non-zero exit would go green on a
crash — the same trap as control 24, one layer up.
* `PROOF-STATUS.adoc` gains an explicit `[[waivers]]` anchor, because AsciiDoc
does not mint `#waivers` from a heading on its own: the waiver rule resolves
citations in the file itself, and an anchor that only looks resolvable is
exactly the defect that rule exists to catch.
* The status table called run 41299544043 "the receipt pinned in the ledger".
It is historical evidence; the ledger pins run 41314454646, which superseded it
when the stdlib moved to v2.4. Both are receipts for the Agda leg, neither for
  XP-1 as a whole.

Controls: 43 expectations, 0 violations. Boundary, scan and the estate
trusted-base checker all pass (9 files exempted by path, 4 core-tier markers, all
exempted, none undocumented).

P1 Badge Reject non-array source file lists

When .source.files is a string or object rather than an array, this join makes jq exit nonzero inside the process substitution, but the surrounding shell loop does not propagate that failure. The theorem consequently skips the entire source-substantiation block and the later source-file/evidence loop fails similarly; I verified that replacing the current array with a string prints two jq errors yet exits 0 and reports PASS. Validate the field type before constructing these rows and treat any jq failure as a ledger failure.

P1 Badge Require source postulates to be named

When a source leg uses status: "proven-with-postulates", this branch accepts it without requiring .source.axioms to be a nonempty array. After updating the matching history entry, the current ledger passes with that status and source.axioms: [], so a Grade 3 source can explicitly depend on postulates while naming none of them; apply the same status/axiom consistency checks used for recheck legs to the source leg.

P1 Badge Require receipts for proven recheck legs

When a Rocq or Lean leg is promoted to proven, this row never reads or validates any evidence/receipt field, even though the ledger format and promotion instructions require the receipt commit. I constructed an otherwise valid Grade 2i Rocq leg with .evidence deleted, and the gate exited 0; the artifact merely compiling in the current checkout does not substantiate the recorded historical claim or identify the toolchain and run that produced it. Require the same kind/date/run/full-commit receipt validation applied to the source leg.

P1 Badge Exclude the source prover from recheck grade counts

For a theory theorem, this count treats every proven entry in .legs as a recheck, without requiring it to be one of the independent Rocq or Lean legs or even differ from .source.prover. Appending a proven Agda leg that points back to the existing EchoTyping.agda source makes the current theorem pass at Grade 2i while both required independent legs remain open; I verified the ledger gate exits 0 in that configuration. Count only eligible, distinct recheck provers so the source proof cannot be counted twice.

P2 Badge Require promoted grades to carry a history transition

When a theorem has no history entry whose target is grade, this iterator emits no row, so the consistency rule is silently skipped. An existing Grade 3 theorem can therefore be promoted to a supported Grade 2i while omitting the required 3 -> 2i transition and its evidence; the otherwise valid Grade 2i fixture I checked passed with only the existing Agda history entry. Require a grade-transition record when an existing theorem moves above its initial grade, rather than validating history only when one happens to be present.

P1 Badge Cross-check fetched dependency pins against the ledger

When ECHO_TYPES_COMMIT, ABSOLUTE_ZERO_COMMIT, or the stdlib pin is changed, CI fetches and typechecks against the new dependency while the ledger gate never compares these workflow values with .source.assumptions or .source.import_cone.library_pins. If the proof still compiles, the run is green and its toolchain receipt names the new commits even though LEDGER.json continues to certify the old trust base and import-cone audit. Make the gate derive or compare these pins so changing the dependencies requires refreshing the ledger evidence in the same change.
