Owner ruling 2026-09-02: MPL-2.0 for code, CC-BY-SA-4.0 for docs; estate PMPL sweep Tier 1 (stray siblings); verified in license-body-verification/VERDICTS.md.

The primary LICENSE in this repo is already genuine MPL-2.0 — confirmed unchanged. This PR deletes the stray full PALIMPSEST-MPL v1.0 body file LICENSE-PMPL-1.0-or-later.txt, whose name already announced an SPDX id it should not carry, and which had no bearing on the declared licence.

No primary LICENSE identity change. No workflow files touched. No other references to the deleted file were found (two unrelated generic mentions of "PMPL" remain in .machine_readable/ tooling/prose files and are left untouched — they don't name this file).
